According to one of many pages that came up in a Yahoo search, it means "Let
them hate, so long as they fear" and was a favorite saying of Caligula.

A "side by side" comparison page between Bush and Caligula might be
interesting.  Caligula made his horse a senator, didn't he?  Who would be the
closest DC analogue?
