I do not thnk this is a real option, but rather a last minute move to

Germany mulls Afghan pull-out
Germany has said it could withdraw its troops from Afghanistan if tensions
escalate in the region as a result of a US-led war on Iraq.
Defence Minister Peter Struck told a news conference on Friday that a
contingency plan had been prepared for the evacuation of its civilians and
military forces from the region.
The comments were made after the UK Financial Times newspaper quoted a
confidential German Foreign Ministry report indicating mounting hostility
towards the peacekeepers, even among the Afghan Government's security
forces.
