Hard Bargaining over US Aid Package for Iraq Action


-Turkey has asked for either $6 billion in direct
grants and the writing off of all of Turkey debts or a
$20 billion low interest and long-term credit loan in
return for backing a possible US military strike
against Iraq, including the stationing of American
troops on Turkish soil.









Turkey has submitted its final conditions to
Washington for a financial aid package in return to
its contribution to a possible action against Iraq.

Having suffered heavy losses in the wake of the last
Gulf War, Ankara is seeking to ensure that another
round of financial hardship does not result in the
event of war.

Turkey has asked for either $6 billion in direct
grants and the writing off of all of Turkey debts or a
$20 billion low interest and long-term credit loan in
return for backing a possible US military strike
against Iraq, including the stationing of American
troops on Turkish soil.

Deputy Prime Minister Mehmet Ali Þahin that they had
submitted the economic and military conditions to
Washington and would not take any further steps before
the US agreed to the requested terms. The Turkish
parliament has not yet passed a bill to allow for US
troops to be deployed on its territory. Washington has
pressed for the legislation to be approved by Tuesday,
though it now appears that the bill will not be
debated before the end of the week.

State Minister responsible for Economy Ali Babacan
confirmed that there were still details of any
agreement that had to be finalised.

?In three areas; military, economic and political,
there are issues with the US that we have not reached
a consensus on,? he told a press conference late
Monday.

The American Ambassador to Ankara, Robert Pearson, met
with Foreign Minister Yaþar Yakýþ and Babacan on
Monday. Both ministers had visited Washington last
week to discuss the Iraq question with Bush
Administration officials. After the meeting Pearson
said he still held the hope that the Turkish
government would give a response on Tuesday.
