This sounds to me like the bloodbath myth of a Communist victory in Vietnam.
It is very easy for the US space programs to doctor photos like the one
described above. If N Korea chose to stay out of the reaches of the World
Bank and IMF that would certainly produce a black hole in the world for
capitalist markets.
