The Greens, the junior partner in Germany's ruling coalition, yesterday
backed down from open conflict with Chancellor Gerhard Schröder on the
possible role of German crews in Nato Awacs reconnaissance aircraft during
an Iraq war.
Reinhard Bütikofer, Greens co-chairman, said that despite comments this week
to the contrary by other party leaders, "there was no difference or
conflict" between his party and the Social Democrats. Hugh Williamson,

Whereas Reinhard Bütikofer is an representative of the right (realo)-wing,
it is remarkable, that according to the daily Tagesspiegel 'even Green
politicians that are known as beeing critical toward the use of the German
military, do not want to criticise Schroeder.'. Even Christian Ströbele (the
leading Green opposing German participation in the wars in Kosovo and
Afghanistan) did defend Schroeder.
So much for the Greens. Comrades elsewhere (e.g. Australia) should keep in
mind that it is one thing to have the Greens in opposition and another one
in government.

"Grünen-Chef Reinhard Bütikofer verteidigte ebenfalls die Haltung des
Kanzlers. "Es existiert hier kein Dissens und kein Konflikt zwischen Rot und
Grün", sagte er. Selbst Grünen-Politiker, die als Kritiker deutscher
Militäreinsätze bekannt sind, wollten sich nicht kritisch äußern. Lediglich
die niedersächsische Landeschefin Heidi Tischmann forderte die Grünen-Spitze
zu Widerspruch auf. Fraktions-Vize Christian Ströbele verteidigte das Recht
des Kabinetts, Awacs-Einsätze über Nato-Bündnisgebiet ohne das Parlament zu
beschließen. Allerdings sei die Unterscheidung von Kriegseinsatz und
Beobachtungsflügen "eine ganz schwierige Frage", sagte er dem Tagesspiegel.
Gleichzeititg bezweifelte er, ob Schröder mit den Details vertraut sei: "Dem
Kanzler war nicht so geläufig, dass Awacs-Flugzeuge nicht nur dazu da sind,
zu beobachten, sondern auch Ziele zu bestimmen." Der Abgeordnete Winfried
Hermann verlangte eine Klarstellung, dass die Festlegung Schröders nur für
einen Kriegseinsatz mit UN-Mandat gelte."
