U.S. Out Of Colombia

Ambassador Anne Patterson and the U.S. Government,
President Alvaro Uribe Velez and Minister Fernando

We write to communicate our concern over the likely
violent repression of the Colombian people on October
30th, 2002, a day on which Colombian trade unions,
community organizers and human rights organizations
have called for a National General Strike.

The strike has been called to protest the new
repressive labor laws, the changes to the Colombian
constitution and the increasing militarization and
repression in the country since President Uribe took
office in July. It concerns us that the Colombian
government is increasing the size of the military with
10 new brigades, 1 million paid informants, and even
more integration between the military and the
paramilitary organizations. In addition, U.S. military
intervention has increased, as has its open political
intervention in the internal affairs of Colombia.
Meanwhile the Colombian economy is a disaster with
more than 20% unemployment. The new labor laws
restrict the right to strike, protest, collect
overtime pay and pensions, adding a new layer of
repression in a country in which, on average, one
trade union leader is assassinated by the army or
paramilitary every week. 

On September 16th, only one month after Álvaro Uribe
Velez was inaugurated, workers campesinos and youth
organized a civic strike. Over 800,000 people across
the country blocked roads, marched, and took over
government offices in the face of severe repression.
The government detained more than 300 people, (some of
whom are still in jail) and expelled 5 international
observers from the country. Paramilitaries and
military personnel attacked numerous campesino
protests, taking their food and threatening them with
death. Students were not allowed to march,
tear-gassed, beaten and arbitrarily detained. 

The organizers of the General Strike expect the
repression to be even more severe on October 30th. We
demand that the Uribe government respect their
democratic right to protest. We also demand that the
U.S. government immediately end its political,
military and economic support for the corrupt
Colombian government. Without this aid and political
support, the Colombian government and its paramilitary
allies would not be able to attack the people?s

Nos dirigimos a ustedes con suma preocupación por la
probable represión violenta del pueblo Colombiano el
30 de Octubre del 2002, un día en que varias
organizaciones de derechos humanos, organizadores
comunitarios y sindicalistas Colombianos han
organizado una Huelga General Nacional. Llamaron a la
huelga para protestar por las nuevas leyes represivas,
los cambios a la constitución Colombiana y el
incremento de la militarización y la represión en el
país desde que tomó posición el presidente Uribe en
julio.  Nos preocupa que el gobierno Colombiano está
incrementando el tamaño del ejército con 10 brigadas
nuevas, 1 millón de informantes pagados, y más
integración entre el ejército y las organizaciones
paramilitares.  Además la intervención militar de los
EEUU se ha incrementado, tal como se ha incrementado
su intervención política abierta en los asuntos
internos de Colombia.  Mientras la economía es un
desastre con mas del 20% de la gente desempleada. Las
nuevas leyes laborales restringen el derecho de
huelga, de protesta, de pago de horas extras (sueldo
para trabajo en exceso de las horas
regulares) y de pensiones; agregando otro factor de
represión, en un país donde un líder sindicalista es
asesinado por el ejército o los paramilitares cada
semana.

El 16 de septiembre, solamente un mes después de la
inauguración de Álvaro Uribe Velez, trabajadores,
campesinos, jóvenes y estudiantes organizaron una
huelga cívica.  Más de 800,000 de personas de
diferentes partes del país marcharon, bloquearon
carreteras, y tomaron oficinas gubernamentales
enfrentando la represión severa. El gobierno detuvo
más de 300 personas (algunas de las cuales todavía
están encarceladas) y expulsaron del país a 5
observadores internacionales. Paramilitares y personal
militar atacaron numerosas protestas campesinas
llevándose su comida y amenazándoles de muerte. Las
marchas estudiantiles fueron reprimidas con gases
lacrimógenas y algunos de sus participantes fueron
golpeados y detenidos. Los organizadores de la Huelga
General esperan una represión aún más severa el 30 de
Octubre. Nosotros demandamos que el gobierno de Uribe
respete su derecho democrático de protestar.  También
demandamos que los EEUU termine inmediatamente su
apoyo político, militar y económico por el gobierno
corrupto Colombiano. Sin esta ayuda y apoyo político,
el gobierno Colombiano y sus aliados paramilitares no
podrían atacar el movimiento del pueblo de esta
manera.
