Legislative Seats a record for the PT

The newspapers of Tuesday publish the maps indicating the states in that
each presidential candidate won. They appear all painted red by the victory
of the PT just by three exceptions between the 26 states and the Federal
District: Ceará, where Ciro Gomes won (that was governor of the state), Rio
de Janeiro, where it overcame Garotinho (whose Rosinha wife conquered the
government in the first turn) and Alagoas, the only state in which arrived
the pro-government candidate at the top Jose Serra, who on the second turn
stopped its campaign team and named another new one, and will count on the
express support of president Fernando Henrique Cardoso, although campaigned
trying to separate himself from the government. At the same time, which
today is emphasized is the new composition of the Deputies, with a
considerable advance of the PT and the backward movement of the
"officialism", represented by the PSDB and the PMDB. The PT will have a
large representation of 93 federal deputies, a growth superior to 60% on
their present representation of 58 deputies. The PT will now have
parliamentary representation in 23 of the 27 states, accentuating their
national gravitation. As far as the PSDB, for example, it lowered of 14 to
11 senators. Petista president Jose Dirceu (reelected delegate with highest
voting) emphasized that conditions are being created so that a government of
Lula finds support for his projects in the Congress. The PT will count from
the 1 of January with 20 deputies by San Pablo, 11 by Gerais Mines, 8 by
Great Rio do Sul, 7 by Bahia, 7 by Rio de Janeiro, 6 by Parana. A series of
states that did not have deputies of the PT now has them, that is to say:
Amapa, Rondonia, Goiás (all with 2 representatives), and Maranhao, Mato
Grosso, Great Rio North do, Rondonia and Sergipe, with 1 each one. In the
Senate, where it has 8 benches at the moment, the PT counts to this height
with 14 assured seats. The commentary of the analysts emphasizes, on the
base of these data, that 76% of the citizenship voted in opposition to the
policy of government and by the changes, and against the economic
dependency. In the international press it is indicated that Lula and the PT,
along with the forces of his coalition, has the capacity of political
negotiation to move his country from its impasse. And it is this correlation
of forces that will have to predominate for the decisive second turn of on
the 27th.

At this moment it is announced that Miguel Arraes, traditional leader of the
Socialist Party, promises his support to the candidacy of Lula.



Other novel aspects have appeared that are in the strictly electoral plane.
One is the absolute informationn of the election. Beyond some errors,
insufficiencies and delays, it can be said that in general the system
worked. It is not a minor thing, in a country of continental dimensions like
Brazil. It even can serve as reference to be adopted by other countries. It
did not lack the foreign correspondent who noted with humor that the United
States could well learn from it, who took weeks in finding out who had been
elected president, leaving a sea of doubts on the matter.



Another aspect, that emphasizes the democratic character of the popular
pronouncement and its will of changes, is that the number of null and void
votes (10,39%) is half of the one of the elections of 1994 and 1998. And
that the abstention also fell (to 17.8%).



The roll of the media, and very particularly of television, changed in
relation to the previous elections. In general terms, the tv media was more
professional, less partial, more balanced. All recognized it. Experienced
analysts said that it translated a democratic exigency of the society, of
the tv viewers, who did not tolerate the well-known distortions of previous
campaigns. The tide no longer was for those games of juggling. And speaking
of the changes of this election, it is worth the example of Piaui. The PT
won in the first turn, their candidate Wellington Dias overcame governor
Hugo Napoleao, whom he blamed of corrupt practices. Also he blamed the
organized crime in the state for the death threats after he took 32

felt that the people wanted changes. Now I cannot fail. My program is hunger
zero and support to poorest ". In this small state 60% of the population win
less than average minimum wage and 300 thousand people do not have sewage.



The "Wave Lula - PT" At this height, with 99.5% of the scrutinized votes,
the general balance sheet of the election of Sunday 6 is the following one:
Lula obtains 39:208.890 votes, the 46,44% of the valid votes, and Serra
19:596.094, that is the 23.22%. It seems a joke: Lula exactly obtains the
double of votes of the pro-government candidate. Garotinho arrives third
with 15:075.700 and 17,9%, closing the list Ciro Gomes with 10:112.438 votes
and 12%. Lula had good reason in saying this morning before the foreign
correspondents that this is the greater electoral victory of the left in the
continent and that for the PT it represents the best harvest in its 22 years
of existence: we planted well, we cultivated well and now we gather the good
harvest. In the local scope of San Pablo, it praised the performance of Jose
Genoino, who in a surprising performance reached the second place in the
dispute of the government and will face Geraldo Alckmin of the PSDB the 27
of October; as well as to Aloizio Merchant, first elected paulista senator
with more than 10 million and a half of votes.



He said that one is "animated more than ever" to approach the fight in the
second turn, with the aspiration to gather the set of the votes of the
parties of opposition, that gather to about 76% of the electorate adding to
the votes of the PT those of the coalitions headed by Garotinho and Ciro
Gomes. The political theme is already installed completely in the political
scene. They are scheduled to encounter of both candidates with Lula and Jose
Dirceu, president of the PT and the voted deputy more for the Congress. In

considerably its deputy seats in the House of Representatives like in the
Senate, becoming the third force. There is a possibility, in alliance with
other forces, it can reach the presidency of the House of Representatives.
The presidency of the Senate could fall to the ex- president of the Republic
Jose Sarney, who pronounced itself by the candidacy of Lula. The
commentators interrogate themselves on the causes that originated those
effects and in that sense it has begun to be spoken of "the Lula wave" or
"wave PT". A commentator from the O Estado de São Paulo writes: "the force
of the presidential candidacy had weight in the state candidacies, mainly in
Rio de Janeiro and São Paulo, where Benedita da Silva and Jose Genoino
obtained surprising votes. That effect caused that the PT assume the second
place in a series of states (those that we named above). There the party of
Lula conquers a space that without a doubt means a political victory. And
that will count in favor of the presidential candidate in the second return
".
