ECONOMY DOWN, CRIME UP?!

Here's a tough one to figure out! :

ARGENTINA: ECONOMY DOWN, KIDNAPPINGS UP

Responding to a growing clamor
about an increase in violent crime
after the collapse of the economy,
the government has announced the
formation of a special
antikidnapping brigade.

Felipe Solá, governor of Buenos Aires Province,
said the measure was needed because the regular
police in the metropolitan area that is home to
one-third of Argentina's 37 million people
were being overwhelmed by crime, especially
so-called "express kidnappings" in which victims
are held briefly for small ransoms.
