GUATEMALA: The government has proposed a special tax to provide cash
and training programs for former members of paramilitary squads. More
than 1,000 former members of the Civil Self-Defense Patrols, who were
supported by the military and linked to human rights abuses during
Guatemala's 36-year civil war, blocked roads near Mayan ruins during
protests last month seeking $2,500 apiece. Some lawmakers said they
would oppose the new tax, which could benefit as many as 250,000 former
paramilitary troops ? a strong electoral base for the governing party.
