New "terrorist" video tape

I don't know if people have seen the new "terrorist" video tape being touted
by CNN and other news media. The Pentagon handout (the government of
Singapore supposedly is the one making it public, but the claim is it was
found in Afghanistan!) consists of a little tour of terrorist targets
narrated in ENGLISH (accented, of course!) in Singapore, describing in
details plots which, for some reason, weren't carried out.

We're supposed to believe this was some sort of report to Al Qaeda higher
ups on planned terrorist actions.

There are two explanations as to the origin of the tape one could draw.

One, the "terrorists" really are so stupid as to hang out filming their
targets beforehand while simultaneously describing their plans out loud so
the camera can record their narration simultaneously, or perhaps even worse,
AFTER recording the raw footage they carefully edited it, adding the voice
over narration, and thereby making ADDITIONAL copies of the highly
incriminating taped evidence for police to discover. Presumably the
narration is in English rather than Arabic so that even a casual hearing of
a brief excerpt would convince any cop that these weren't what I did on my
summer vacation home movies.

Absolutely no effort is made to turn this into some sort of secure
transmission; it is istead carried halfway around the world through God
knows how many customs and police checkpoints to the network's leaders in
Afghanistan. And the only possible conclusion is that the reason the CIA has
not succeeded in wiping out such "terrorists" despite their lack of any
skill in clandestine operations is that the CIA is even MORE incompetent
than the people in this network.

The alternative is that this is a fake tape produced by Singapore or the CIA
as propaganda. The use of English is suggestive, however, that even in this
case, we aren't dealing with some of the smartest people in the world here.
