"General Strike" in Pakistan?

Note: this article talks about a "general strike" called by the Islamist
parties against Powell's visit. It refers mostly to closed shops and
offices, though, not so much to labor - although it does refer to "laborers
in a cement plant" throwing rocks. But I don't know whether labor didn't
participate, or whether they just didn't write about it, or what. Anyone?
