25% are simply self-deluded.

I realize it's quite a thing to make such a blanket
statement, but when you review how some of these
"experiments" are carried out, they often as not begin
with the premise that the subject *does* have the
powers claimed. They also fail to provide for
cheating, and frequently massage the data to get the
desired results (often by playing the "well, what
*really* constitutes a hit?" card). Targ and Puthoff
are two of the most notorious for data massaging, but
they're still making the rounds (at least Puthoff is -
not sure about Targ).

I'd suggest, for more info on this, reading James
Randi's book "Flim Flam," or for a more recent work,
Michael Shermer's "Why People Believe Weird Things."
For that matter, Carl Sagan's "Demon Haunted World" is
pretty good, too.
