How should we asses Bill Clinton's enactment of the Helms-Burton law
(1996), which strengthened the embargo on Cuba then? nationalist or
internationalist?

It seems to me that the US bourgeoisie is less divided over foreign
policy objectives than it is over domestic policy objectives (hence
Anthony's excellent discussion on the diversification of class interests
within the finance capitalist class/increasing significance of non-bank
financial capital)
