Help sought with translation was Re: Pinochet

I only have a dictionary and have never studied Spanish grammar.  What is
the tense in this first paragraph?

I am translating  it as



Ordering the arrest of Pinochet

"Special by Nuestro Mundo

The Judge JGT who ordered the arrest of the ex-dictator AP (cannot
translate this) following agreement on his fundamental involvement in the
case (?). Previously he (Pinochet?)  had declared in a message on the
occasion of his birthday that he accepted that it is true that there were
crimes committed by the armed forces of Chile during the 17 year long
dictatorship."

I then have trouble with the  next sentence especially the words "fluyen"
and the expression
"le cupo una participación en grado de autor".
