Indeed. Another question. Is a consumption tax on oil progressive?

As the oil runs out, higher prices will stimulate alternative energy
development. But don't high taxes on fuel confuse the issue? Shouldn't the
socialist demand for taxation fall on the oil companies income from
scarcity driven higher prices?
