The "New" BIA/DIA
- Subject: The "New" BIA/DIA

I just got off the phone with Browning and it seems that yesterday teams of
Feds hit the so-called "Blackfeet" Reservation at Browning (BIA and FBI) and
are seeking witnesses to corruption in Tribal law enforcement. Several years
ago, through what was known as the "636 contract" the "Blackfeet" "Tribal"
authorities took over law enforcement from BIA. Before and after there were
several alleged murders in the jail at Browning (hanging and beating)
routine beatings of prisoners, rapes, and selling dope and taking
confiscated monies out of the "Tribal" jail.
One person, Danny Daniels was murdered (witnessed) in the jail ( beaten to
death) made to look like he had hanged himself with the result that the US
Government (not the "Tribe" which is seriously in the red) is being sued
(deeper pockets and the ultimate authority/responsibility under the
so-called "Trustee relationships").
Suffice to say that the Feds have known well about all of this for many
years and did nothing. I personally know people who have complained about
routine beatings and assaults and all sorts of corruption and nothing was
done--sending a signal to the perpetrators that they were being covered. I
was told a few months ago by someone high up in BIA that BIA would be
disssolved within three years--which would cause a celebration all over
Indian country. But the Rand corporation did several studies suggesting that
when, a long-time ago, Indian Tribes and Nations were put on what was
thought to be the worst land, little did the Feds know that the lands now
occupied by many tribes and nations are among the richest in deposits of
oil, natural gas, pure water, coal, uranium, gold etc (for which the tribes
and nations have been denied billions in owed royalties via formulae that
allow for/facilitate under-valuations/payments of royalties--lost monies
mean lost lives). The Rand studies explicitly stated there would be problems
getting access to these resources at low prices consistent with the
traditional sacreds and institutions of private property and capitalism.
Hence the need to revitalize the BIA (in the US) and the DIA (in Canada) and
hence the recent bullshit "apology" by Kevin Gover attempting to put a new
face on the BIA.
But all of this corruption has gone on and been aided/abetted by BIA/DIA all
along and now the same BIA/DIA come along and propose to be "returned" as
recognized authorities in Indian Country to osstensibly "clean up" the very
corruption they tolerated and facilitated and continue to tolerate and
facilitate through their minions.
In Canada, in response to uprisings by Blackfoot, Mohawk and others and in
response to Tribes and Nations issuing their own "sovereign" ID and
passports, the DIA issued a new "status" card for integrated services
(access to medical facilities, drugs, monies etc are dependent upon
recognition of and holding a "status" card) hundreds of Blackfoot and First
Nations Peoples of other Nations have refused to recognize/carry the new
status cards. This of course allows the DIA to get a head count on shit
disturbers and of course to divide-and-rule between Traditionalists and
those fighting for Nation sovereignty on the one hand and the most desperate
and/or the most compliant on the other hand. The bottom line is that
historically and in the present, BIA/DIA constitute criminal organizations
and conspiracies in the Nuremberg sense and have as much right to define who
and what an Indian is as nazis had any right to define who and what a Jew
is.

"I am aware that many object to the severity of my language;
but is there not cause for severity? I will be as harsh as truth,
and as uncompromising as justice. On this subject, I do not
wish to think, or speak, or write with moderation. No! No!
Tell a man whose house is on fire to give a moderate alarm;
tell him to moderately rescue his wife from the hands of the
ravisher; tell the mother to gradually extricate her babe from
the fire into which it has fallen; but urge me not to use
moderation in a cause like the present. I am in earnest--I
will not equivocate--I will not excuse. I will not retreat a single
inch--and I will be heard."
