SWP/CL and newspapers

Do any of the various Communist Leagues around the world have their own
newspaper? I know that the Canadian section discontinued their
newspaper, Socialist Voice, about 12 years ago just before they changed
their name from Revolutionary Workers League to Communist League. When
asked why they don't have their own paper members answer, as if by rote,
that they hope to have their own paper again some day but since they
find it more valuable to sell the Militant as a weekly then have their
own monthly or quarterly paper.
I don't know how the various CLs can expect to intervene with workers in
their countries if all they have is a US paper that concentrates largely
on US labor news.
Is it a matter of the various CLs being too small to support even a
quarterly publication or is it a matter of the New York not wanting
groups producing their own material? I've also noticed that aside from
one cheaply made pamphlet with the cumbersome title "Why Canadian
Workers Should Support Quebec Independence" the local Pathfinder store
doesn't carry any pamphlets (let alone books) printed in the past decade
or so dealing specifically with Canadian conditions and all the foreign
language Pathfinder material I'm aware of are simply translations of SWP
material.
Simply put, what is the SWP's international strategy?
