Milosevic recently did one thing that must have convinced western capitalist
leaders of his inhumanity. The ICN pharmaceutical plant in Yugoslavia began
as a joint venture with state and private capital. Much of the latter was
provided by Milan Panic, a rich Serbian businessman who had been living in
the United States. Panic began paying a private staff to take over complete
ownership of ICN. (He is also said to have tried to organize a strike
against the Yugoslav government after losing his bid for the presidency in
1992.) In February 1999, in response to Panic's maneuvers, Milosevic sent in
troops to occupy ICN, then handed it over to worker-management. U.S. media
called the takeover a violation of "human rights."
