I may be wrong, but the whole things looks more like a fabrication of
Colombian and USA military (or not) "intelligence" than anything
else. Blueprints with hammers and sickles? A shipyard in Bogotá, when
there are so many convenient places on the Colombian shores?

A Rocambolesque plot, if you ask me and for what my opinion is worth.
But who knows.
