Note that his post cites a March 6th, 1999 Editorial. I believe it has
been wandering the internet like a lost soul since then or longer. There
is no such proposal so far as I know, which is probably why the
popular press is ignoring it.
There are (quite sensible) arguments over whether merchandise sold
on the internet (e.g., by Amazon) should be free of the sales
tax which direct merchants must charge.
