Two things: One, I have read and reviewed Arnold August's book myself. It
is focused on the municipal elections so it really does not and can not
address questions such as how Cuba will allocate resources or manage
foreign investment. I think there is a gap in Cuba scholarship around the
question of democracy at the national level. If I run across something, I
will comment on it.

Two, subscribers (I don't want to single Norm out, because everybody seems
to do it from time to time) should delete everything from a previous post
that you are replying to that is not necessary for your reply. I pay by the
byte each month for postings to the list. Multiply 20,000 bytes (the size
of the Cuba democracy review) by 270 and you get an idea of the amount of
data we are talking about. The other thing to keep in mind is that many of
our subscribers live in places like Lebanon or Argentina where phone
connection costs are *very* expensive. We do not want to make their
connections to the Internet needlessly expensive.
