Yes. It is a compilation of excerpts, poorly translated, yanked out of
context, with malevolent intent by anti-Marxists about 40 years ago. It was
reviewed and debunked in a very early issue of Studies on the Left. Hal
Draper also wrote on this subject in one of his Karl Marx's Theory of
Revolution volumes.
