I too seek as much concrete info. on CARE International as I can get.
It was originally set up as something like
Committee for American Relief Everywhere
and
Campaign for American Relief to Europe
(see CARE International website - history section).
In the 1950's CARE was supporting psywar and pacification programs in Indochina
(see
book, Dr America; life of Tom Dooley - see CIABASE).
In todays Canberra Times and yesterdays, Sydney Morning herald, there was
exposure
that CARE Australia sheltered advised and transported US State department
officers in
war-torn Somalia in 1992.
There must be other bits and pieces known to folks of government funded non
government
aid agencies complicity in Western covert operations.
