Actually, that isn't a bad analogy. Take any armed *mass* movement (i.e. not
including the Weather Underground) in the history of North America. I can
think of no time, where the group, let's say the Black Panthers, were ever
told to decommission by other Reds. Once the game is on, to disarm is a step
back. The question you raise is when do you start, a different matter
entirely.

The IRA is (falsely) hoping to win enough concessions out of this. That, so
far, isn't including ouright political suicide.
