Not satisfactory. The American police still have their arms yet revolutionary
communists
don't support an armed organisation.The Irish police have arms and yet the IRA 
don't
feel
that is justification for having a secret army.

That's fairly simple (although I'm no expert). The RUC (renamed!) still has
theirs, and giving up weapons now would be unconditional surrender.
