Put into a nutshell, Mr. de Melo was only interested in evidence that
could bolster his preconceptions about the matter at hand. Very typical
from a scion (or apprentice) of the Brazilian ruling class, of which the
diplomatic service has a fairly number.
That reminds me of the fact that after last August the 26th, when the
Workers' Party sucessfully managed to arrange a mass march to Brasilia
of some - at least - 5-figure number of protesters against the FHC
government - before returning to its usual slumber, as the PT does not
want to support the position taken by Brizola of demanding the immediate
end to the said government - the pro-FHC press, headed by the *Veja*
magazine (which is being said to belong secretly - and illegaly - to
Rupert Murdoch) published photos of the main speakers in the rostrum and
pointed to the fact that all carried cellular phones- which were taken
to be sure proof of the success of the "silent revolution" carried by
Cardoso in the economic field... That the said telephones are expensive,
often mute, and, above all, the fact that an enormous number of poor
people have to pay costly cell phone bills because, after privatization,
the phone companies do not have any plans to expend conventional phone
service to poor neghbourhoods where the initial investment needed would
make the service, in the short/medium run, unprofitable -that went
unnoticed. But then, as one of our last economics ministers (BTW, also a
professional diplomat) once said, "what is positive, we show; what is
negative, we hide". Applying such wisdon will perhaps help Mr. de Melo
somewhat with his carreer in the international civil service...
