Really. Even in the booming rr business downsizing and layoffs have
continued without letup. The merger of the BN and SF, the UP and SP all have
led or will lead to workforce consolidation. Meanwhile Conrail and others like
the Canadian roads are selling off thousands of miles of track to shortline
operators who typically operate union free.

Then there is the Mexican national railroad, which currently proposes to lay
off all 40,000+ workers and rehire about half, sort of a grand RailTex
operation.

When you are riding a capitalist boom and you are getting kicked around as
I have described, the thought of the next downturn makes you want to check
that your parachute is in order.
