What Neil says and the bonzo agrees to - he must forgotten his mantra
already? - is perfectly correct, except that he forgets a very important
concrete condition:

While the antics of leftist liberals and Trotskysts organisations with snake
oil solutions which have been gathering cobwebs for the last 80 or so years
would certainly provoque the cops laughter, such is certainly not the case
with the Communist Party of Peru, which everybody knows has provoked, is
provoking and will provoke even more in the future the most extreme
reactions on the part of the organs of repression of the bourgeois state.
Including, of course, their secret operation agents working in this list.

What Neil says applies itself perfectly to the prattle and irrelevant
disputes of sects and grupuscles of the variegated "left" in the
imperialists countries. Of course cops in a list like this also keep an eye
to see what sort of developments may be taking place which might somehow
mean that they should pay more or less attention to a strike, a rally, an
incitment to "meat riots", etc.

But the questions of the movement of solidarity with the PCP are questions
of a different nature. Here the class enemy perceives the "Old Mole"
burrowing under their feet. It sees a Comunist Party growing in prestige
and daily challeging their class rule by means of People's War. It sees
this communist party is beginning to get influence upon the levers of the
proletarian movement, principally in the Third World, but now EVEN in the
first world. Influence in the direction of re-affirming the basic
principles of Marxism in reference to the central question the bourgeoisie
NEVER laughs about: The question of power.
The question of power taken away from their hands by the action of the
proletarian masses, led by a Party reconstituted or founded in the VERY same
principles that have made possible 16 years of People's War, strategic
equilibrium, development of guerilla armies which are turning now into
regular armies of workers and peasants, liberated areas, People's Committees
(specific forms of "Soviet Power") arising in Peru. This is no joking
matter for the security agencies of imperialism and the reactionary circles
of the bourgeoisie.

That is why, while Neil may be correct that "exposing cops" is not in the
order of the day for people who still have to get back on their feet after
lying down for a long time - and even there, blatant cases must also be
exposed, otherwise people will never be able to get anywhere at all - it
certainly does not correspond to the concrete issue of the International
Movement in Support of the People's War in Peru.

Anyone familiar with this movement will see that the bourgeoisie, far from
taking this as a laughing matter, does in fact take it rather seriously.
Provocations of all sorts are staged. Corruption and psychological warfare
used widely in every country, Sweden, America, etc.

It is interesting to see, too, as the dividing lines get to be drawn that
the promotion of Labour Party type organisms as appropiate vehicles for the
struggle is one of the elements advanced by these advocates of letting the
issue of "cops" and "police plots" be habdled by progressive and
revolutionary people like with the provervial sleeping dogs: Let them
peacefully to sleep! And that is certainly alright if you are sleeping
yourself, like the "social-democratic" (revisionist, sectarian, Trotskyst,
opportunist, bogus Maoist, whatchamacallit).

But if you are wide awake, like the PCP and their friends and supporters
abroad, and beginning to wake up to, like so many others inside the
Communist Parties (not the "Labour Parties"), it is most likely that the
struggle with cops has a completely different degree of intensity.

What are "cops" after all? They are agents of the bourgeois power.
Salaried agents of their state machinery for the suppression of the
stirrings of the slave class in the direction of defending and promoting
their own interests in contraposition to those of the ruling classes that
employ them.

It is in that sense which one could argue that every bourgeois idea - and
everyone advocating bourgeois ideas within the ranks of the proletariat - is
acting like a cop. It is in this sense that Lenin speaks of "opportunists
facilitating the tasks of the Zubatovs".

However, I would agree with Neil that to base oneself - in normal times -
upon this fact of life, and therefore conclude that all opportunists should
be dealt with in the same way as cops, would be completely erroneous.

But to allege because of this that this policy of distinguishing your run of
the mill opportunist from the paid agents of reaction should be applied AT
ALL TIMES, is also to be naive and to facilitate the tasks of the Zubatovs.

I have spoken before of instances in the history of the International
Communist and workers movement in which the clear identification of police
plots and police agents became, given the circunstances, of paramount
importance for preserving both the leadership as well as the ideology of the
proletariat.

There is the case of Herr Vogt, of which I have already spoken. The proofs
(i.e the paycheck slip of Herr Vogt was not found until after a good time
had elapsed, however, it was found. This did not prevent the defenders of
Marx (who Vogt had precisely accussed of "selling out revolutionaries"
because of Marx's exposures of opportunist elements. This Vogt, like
"Quispe", did, draping himself in the most rrrrrevolutionary colours, to
make the most absurd accussations of a personal nature against Marx
character, standing and reputation within the movement.

As Marx put it: "VOGT WAS ONE OF THE COUNTLESS MOUTHPIECES THROUGH WHICH
THE GROTESQUE VENTRILOQUIST IN THE TUILERIES (Napoleon III - A.O.) SPOKE IN
FOREIGN TONGUES". That Fujimori speaks in English (and Maoese English too
by means of the "Quispe" contraptions) cannot be doubted by any serious
person in this list any more. Just a cursory look to the personal
allegations made against me both by Fujimori and the (CIA) by "Quispe" shows
their total identity in every detail.

And who is this "Quispe" making such allegations? A masked individual
heading a secret society composed of people with inter-changeable names and
a little milkmaid whose credentials carry the RCP-USA stamp of Avakian all
over it.

In Concerning the Persecussion of the Members of the French Sections of the
International, Marx wrote:

"The very nature of an association which identifies itself with the working
classes, would exclude from it every form of secret society".

If this list, and the members of this list who have a sense of
identification with the working classes, are to permit the functioning
within this list of secret societies of nameless (and unnamable individuals)
making despicable personal allegations against others, and then stand idle
by muttering: "tut-tut-tut, children do not be quarrelsome", such people
most certainly would not be deserving of the title of Marxists of any kind.

No one can deny the links in the chain of this secret society. No one who
has taken the trouble of reading what has transpired in the so called
"Maoist Wars" can be in any doubt about the character of the Herr Vogt in
Manhattan and the various associations of this "secret society" with the
Co-Rim, the Fujimori "peace agreement" plot in Sweden, the bogus MPPs
organised with Co-Rim logistical and economic support.

No one can deny either that one of the features of this multi-headed hydra,
is to attack, encircle and suppress the consistent, established, well known
and respected PUBLIC FIGURES in the International Movement to Support the
People's War in Peru. Boycott of El Diario Internacional has been,
continues to be, and will continue to be their main objective.

And everybody knows why: It was El Diario Internacional which FIRST stood
against the "peace agreement" plot, together and simultaneously with
Committee Sol Peru in London. This is a FACT the size of a Cathedral and
cannot be denied or disguised in any way since is part of the historical
record.

In condemning the activities of a secret Bakuninist organisation within the
IWA (First International) at the Hague Congress (where Bakunin's anarchists
were expelled from the International for their saboteur activities - and
anyone can now see that "anarchism" is precisely the ideological basis that
unites "Quispe", Co-Rim, and camp followers like our own mantra chanting
malecki - Marx and Engels spoke thus:

"Here we have a society which, under the mask of the most extreme anarchism,
directs its blows not against the existing governments but against the
revolutionaries who accept neither its dogma nor its leadership..... It
infiltrates the ranks of the international organisations of the working
class, at first attempts to dominate it and, when this plan fails, sets to
work to disorganise it. It brazenly substitutes its sectarian programme and
narrow ideas for the broad programme and great aspirations of our
Association." (Documents of the Hague Congress).

This has been the case of the opportunist leaders of RIM (the Maoist
International Association). They too set to foist upon the Maoists of the
world, in particular the Communist Party of Peru and all those who adhere to
their authentic Maoist line, both their dogmas and leadership. With the
"peace agreement" plot, this state of affairs, of "two line struggle" within
the one organism, came out into the open with a revolutionary section of the
Maoists, including the PCP and the recognised international representatives
of their line at the head of this struggle.

It is evident that the "peace agreement" plot was long prepared by US
imperialism and the Fujimori regime, and that it was in the mileu of
oportunism linked to the leaders of Co-Rim's opportunist line where they
found their Zubatovs. Particularly, Javier Esparza and the so called MPP
organisms he had set-up. We have long demonstrated how these organisms,
purportedly representing the PCP were in fact led by a crowd of Avakian
parasites, tied with a thousand and more links to the Avakian apparatus.
Anyone wanting to be familiar with this facts should refer himself of
herself to the Sol Peru document "Maoism and Two Line Struggle within the
RIM". There lies the secret of the 2 and a half year silence of the "Maoist
leadership" around Avakian in refernce to the "peace agreement" plot of US
imperialism and Fujimori. They were protecting the Javier Esparza, Carlos
and Delia La torre organisation and helping it back on its feet as a "secret
organisation" which was composed of some individuals pretending to actually
be AGAINST the "peace agreement" plot. That is the case of "Quispe" and TP
in Sweden.

Unlike the MPPs in all countries which have undergone real rectification and
come to see the nature of the activities of the Co-Rim leaders, these people
began to establish secret liassons aimed at the same objective as that of
the Avakian leadership, silencing El Diario, character assassination of the
firm defenders of the line of continuation of the revolution. They
PUBLICALLY pretended otherwise, and there you see Gina, for example, waxing
lyrical about the importance of the work of Sol Peru and El Diario BEFORE
her role as the Jesuitical defender of the "secret organisation" was laid
bare. Now she has "REVISED HERSELF" in everything, further exposing that
her motives are NOT innocent.

And why has this "secret organisation", this Avakian/US
imperialism/Capitulators "sleeper" woken-up? Because the WORLD MOBILISATION
COMMISSION strikes precisely at the heart of opportunism and secret agents
posing as "friends of the Peruvian revolution".

V.I. Lenin, speaking of the role of Marx and Engels in exposing the
sectarian activities of the Bakunin anarchists in relation to the
development of the workers movement, put it most correctly when assessing
that by recognising the obsolescence of the First International and setting
out to work in another direction by taking along the healthy elements within
the IWA, Marx and Engels had indeed opened up a new vista for the class,
said the following:

"The First International had played-out its historical role, and now made
way for a period of a far greater development of the labour movement in all
countries in the world. A period in which the movement grew in scope, and
mass socialist working class parties arose in individual national states".

Of course the Maoist movement does not exactly follow an identical pattern,
and nor do we want to compare ourselves with Marx or Engels, and Avakian
himself is hardly a Bakunin, nor "Quispe" comes to the stature of a Herr
Vogt even in platform shoes. But then, Marx was then only ONE among many
intellectuals and revolutionary teachers of the proletariat, and Vogt was
not taking that many risks in attacking the "British based exile Karl Marx,
a Jew from Trier Germany" because, like Arce Borja and myself, state power
was not in his hands either!.

Likewise with the RIM leaders. They too are resorting to attempts at
disorganising what they can no longer control, the growing demand for a
united proletarian front in defence of the Peruvian revolution and the
principles it embodies. That is how we see, for example how Godenas, a
member of CPUSA, was fine for "Quispe" as a money tree. But when Godenas
sees throgh him, he is now the whole of the CPUSA and a awful revisionist to
boot. That has been the "Bakuninist" style of "Quispe" in dealing with any
one who has repudiated him on principle. The comrades of Detcom, the
innocent by-standers, everybody. And unlike "malecki", Burford, who, as
ENEMIES of Maoism and advocates of capitulation of the revolution, have
suffered our whip, these people were what?:

Opponents of Co-Rim, opponents of the "peace agreement" plot, defenders of
Chairman Mao, of Maoism, of the Peruvian revolution, of the PCP and its
political line.

Therfore, what Neil says does not correspond to concrete reality. For the
people in this list upholding revolutionary principles, the question of cops
and "secret societies" of masked saboteurs, are not idle questions to be
dealt some time in the future. The mere fact that it is a matter of
importance, with real consequences for people, has been fully demonstrated
by the facts:

1. There is number of persons languishing in imperialist jails, both in
Sweden and in the USA whose fate depends very much on whether the real cops
are neutralised or not.

2. An account number was published in this list. An official
investigation of that account on the part of the British state has been
carried out too. There is someone in this list that unashamedly continues to
act as an interrogator from the British imperialist secret services: Where
were the TKPML delegates? Who are the real leaders of the MPP? What are
Olaechea's resources to defend himself in case "we" decide to comply with a
request from Fujimori for his extradition?

In synthesis, anyone with a bit of honesty in himself or herself can see
that in the case of the Movement to Support the People's War in Peru and to
contribute to incarnate its ideas in the working masses, the bourgeosie and
their agents are not taking your ordinary sort of attitude as they do for
example in the case of any of run of the mill "leftwing" organisms, or the
usual Internet "meat riot" agitators.

No, in the case of the organisms and people associated with promoting
genuine internationalist solidarity with the People's War in Peru, the old
"Spectre of Communism" haunts the dreams of the bourgeois regimes of all
countries, and prompts the "cops" in places like Marxism lists and others to
break cover and expose themselves.

That is how we see it.

In synthesis, we feel we have proven our case against the "Herr Vogt" of
Manhattan more than sufficiently. We have, of course, not yet found the
pay-slip to show to the world. The payslip may not even be in his own name.
The reactionaries also learn from their own mistakes. That is why were are
still interested in tracing Mr. Axtell/De La Cruz, and whatever other names
he may be using to intervene in this debate and continue to throw confussion.

We have received many requests from people we respect in this list. They
are right of course in pointing out that to carry on exposing the agent
"Quispe" in this list to them, is already quite unnessessary. I would
dearly like to comply with their requests. But then, there is always
someone like Neil who seems to be unconvinced, has not bothered to make any
study, and is butting in onto something he has no idea about thinking that
this affair is just like yet another split in the 4th International. Neils
attitude is opportunist in this context. He wants to make some hay out of
the "Maoist" troubles to bring gist to his own mill. Who, if he or she has
ever been a member of a political organisation can say with a hand over his
or her hard that he or she may not have been guilty of that sort of
"opportunism" on occassions?

However, what Neil SEEMS to forget is the fact that in a case like this
"opportunism facilitates the tasks of the Zubatovs", prolongs the debate,
and resolves nothing. Everything is there on the record. That is the only
advantage of a list like this which on the other hand is open to abuse by
"officious or real police interrogators". ONLY after a study of that
record, can any responsible Marxist speak without lending himself to
reactionary purposes.

That is certainly not the case with this frivolous attitude of comparing the
stage of development of the struggle around the revolution in Peru, with
that of the efforts of trade-unionists to set up a "Labour Party" in the USA.

In dialectics, there is something call the LEVEL OF INTENSITY of the
contradiction. If we miss that point, we miss the people's bus and will end
up climbing into the back of a Black Maria* by mistake!
