Guerillas Seize Town and Hold Popular Assembly
May 22. 5.pm. Santo Domingo Township, Huamachuco (Department of La
Libertad). A guerilla column of over 30 fighters took control of this
township for 3 hours. While the Maoist coulumn remained in the town they
carried out a lively People's Assembly with the local citizens. Before
departing, the Maoist column had to fight against a mixed army-paramilitary
force trying to cut off their retreat by ambushing these troops of the
People's Guerilla Army (PGA).
Violent Clash Between PLA and Mixed Troops
May 23. Huamachuco (La Libertad). Guerillas and mixed (army/paramilitary)
troops engaged in violent combat. 6 paramilitary and 2 army personnel were
killed. The government, as usual, spoke of having inflicted "casualties"
among the "Shining Path" ranks.
Popular Trial of Fujimori Regime Supporting Town Mayor
May 25. Ogon (La Libertad) A large rebel column from the ranks of the PLA
seized the town of Ogon and executed its Mayor Maximo Genoves Lopez. The
Town functionary was tried by a People's Tribunal accussed of grevious
offenses against the people. During the trial several witnesses and victims
of this Fujimori stooge came forward to face him with his crimes. They
denounced Maximo Genoves as an abusive oppressor, and as a corrupt thief
closely working with the police and the military in the zone.
Government Appointed "leader"'s House Dynamited
May 27. Villa Maria del Triunfo (Lima) A Maoist squad dynamited the
private residence of one of the official "leaders" of this poor district of
the capital. It was 4.00 am when the bomb went off in the Fujimori agent's home.
GOVERNMENT PALACE AIDE DE CAMP INVOLVED
FUJIMORI'S DRUG PLANE
On Maoy 10 Peruvian public opinion was shaken once more on learning of
another scandal surrounding the relations of the Fujimori clicque with the
international drug cartels. On that day the anti-drugs police found a
military Air Force plane loaded with 170 kilograms of cocaine, valued at a
little more than 5 million dollars.
The drug plane, a DC-8-62F was parked in a military installation and ready
to fly to Moscow, which at present seems to be the new "air bridge" that the
drug barons are taking advantage of. The flight destination and the cargo
of the plane had been kept in the most absolute secret, and only high
command officers of the armed forces were aware of the "mission" to smuggle
the drugs.
Who was the officer in charge of piloting the drugs plane in its way to
Europe? This super-pilot turned out to be no other that Fujimori's own
Personal Aide de Camp, Peruvian Air Force Commander Luis Escarcena Ishikawa,
who since 1993 was assigned full time to the company of the Government
Palace's current tenant. Together with this officer, 10 other members of
the Air Force, officers, technicians and rank and file personnel have been
indicted.
Fujimori Intervenes To Save his Partner
Just after the scandal broke out, Fujimori declared that he had no doubts of
the "innocence of his Aide de Camp". In this manner, the tin pot tyrant put
pressure before hand upon the judiciary in charge of the investigation. The
Presidential blackmail was not long in coming. The appointed Special
Prosecutor, Maria del Pilar Castillo, was "changed" just ten days after her
appointment.
On the other hand, the non commissioned officers indicted on the drugs plane
case, applied for protection under the "Law of Repentance" for Drug Dealers
alleging that the High Command of the Air Force were those who gave the
orders. A non-commissioned officer accussed Air Force Colonel Oscar Salinas
as the leader of the operation to smuggle drugs to Moscow.
Despite the attempts of the government to silence this affair it became
known that the "drugs plane" had been used many times as a Presidential
Plane and it was not the first time that a Peruvian Air Force plane had
flown to a European destination loaded with cocaine.
"Vatican" and the Military
In this manner, the Fujimori government vastly develops its "curriculum" of
links with the drug trade and the international drug smuggling mafias. At
this very time, the drug baron Demetrio Chavez (aka "Vatican") has been
declaring before the Special Criminal Court that the military chiefs of the
Alto Huallaga zone were charging between 8 to 15 thousand dollars for
allowing the use of secret landing strips for planes ferrying drug to
Colombia and other destinations. This sum is per flight, and it is assumed
that each year there are some 3,000 flights in single and double engined
planes dedicated to this trade.
On the other hand, the media favourable and controlled by the goverment went
into somersaults in order to cover-up and save face for the drug dealer
regime. They tried to dismiss the problem as a minor incident. This media,
used to scandal and inane news, was suddenly mum on this issue, trying to
distract the public's attention towards other "news" such as commenting how
unseasonably cold the weather in Lima was for the time of the year or
blowing-up the most inane pontifications of this or that parliamentary cretin.
In this context, we would also remind the reader that Fujimori's infamous
Personal Assistant, Captain Vladimiro Montesinos, is regarded by Peruvian
analysts and the American press as the "Peruvian Noriega". The pivot link
between the drug mafias and the Fujimori regime.
