FUJIMORI'S FALSIFICATIONS AND HARASSMENT OF PERUVIANS ABROAD

According to the statement of lawyers acting on behalf of Mr. Julian Salazar
Calero, the Peruvian resident in New York city recently arrested by the US
imperialist authorities on an "extradition" warrant issued by the Fujimori
regime, it is now clear that this is a blatant case of trumped-up charges.

Mr. Salazar Calero, it turns out, is a Peruvian worker living in the US
since 1989, a whole year before the Fujimori regime came into power. The
charges of the regime against him are thouroughly false in specifics - the
"military actions" he is suppossed to have been a part of, took place in
1991 - as well as in general thrust, since, according to his lawyers, Mr.
Salazar is not even "a leader of the political opposition to the Fujimori
regime", let alone a supporter of the People's War in Peru.

It is obvious too, from the lawyers own statement, that several members of
the family of Mr. Salazar Calero have been in fact victims of unjust
accussations and persecution by the fascist regime of Fujimori, possibly
linked to the very "on-going" application for asylum of Mr. Salazar in the
US, and the "red baiting" campaign of the reactionary US media they report.

This last factor would indicate, that contrary to the United Nations
Convention on Refugees, details of this "on-going" application were in fact
illegally been leaked to the reactionary US press and passed over by the US
authorities to the Peruvian dictatorship, endangering thus the life and
health of totally innocent people back in Peru. The collusion of the US
authorities with the Fujimori regime, and the "political surveillance" they
are JOINTLY subjecting the Peruvian community in the US must also be part of
a any campaign of DEFENCE of the democratic rights of Mr. Salazar Calero.

Therefore, as it turned out, in no way is this a case of persecussion of
"combatants of the People's War in Peru" abroad as initially presented by
the reactionary press and hinted at by opportunist sources in this list. It
is clearly but a case that inscribes itself within the generalised political
and social repression that the Peruvian masses suffer at the hand of the
Fujimori regime and the connections of that repression with the US
imperialist repressive organs, including, obviously, the US INS, and also
those of the imperialist and bourgeois authorities in a number of countries
where this kind of incidents are quite rutine.

Here in London too, for an example, we have had a number of members of our
Committee arrested at various times by the British police for various
reasons to do with their political activities, and also defended and
released by the use of the bourgeois laws in quite a rutinary fashion.

In any case, having the issue become clear now - as an issue of democratic
freedoms - therefore competing as a cause to the whole spectrum of
progressive and democratic forces in the United States and indeed in the
world, it is obvious that Mr. Salazar Calero should be supported as a victim
of fascism, both US and Peruvian.

In this, we must reaffirm ourselves in our opposition to any political
trafficking with these issues which can only be muddied by statements such
as: "Julian has the courage and will to fight to the last moment of his
life for the poor and the exploited masses of Peru".

A statement of this sort is totally meaningless since it does not in any way
go beyond the "United Front" in defense of the "workers and peasants of
Peru" proposed by malecki in this list, and which, as we have pointed out,
is a statement that could be endorsed by anyone, from Fujimori down to the
Church and any other reactionary institution, who also claim to be doing
precisely this in combating the Communist Party of Peru and the People's War
it leads.

Moreover, such a statement does not in the least recognise the leadership of
the PCP, nor supports the People's War, something which would clearly
contradict the facts - as stated by his own attorneys - of a person, who is
neither guilty as charged, nor is he playing any leading part in the
"political opposition" to the regime in Peru abroad.

Once all this is said, we must also reaffirm the fact that this Fujimori
100% fraud in charging a complete innocent with actions he did not commit in
order to smear the international movement in support of the People's War in
Peru, cannot be seen in isolation from the orchestrated campaign of
provocations being engineered by the Right-wing opportunists and
revisionists and the turncoats enrolled into Fujimori's secret service
(SIN), Co-RIM, bogus "MPPs", capitulators in Sweden - fundamentally Javier
Esparza and the La Torre couple and their deffenders and apologists, in
cahoots, both, with the US authorities and the Peruvian embassies in various
countries of the world.

In Sweden there is too a Peruvian student, who, like Mr. Salazar Calero was
also driven to seek refuge abroad by the unbearable fascist conditions
prevailing in Peru. He too has been flung into a dungeon, and moreover,
charged with a fabricated "attempted murder" indictement, on the instigation
and false testimony of the capitulator Javier Esparza Marquez and Carlos and
Delia La Torre who the Fujimori agent "Quispe" defends.

Any legitimate political campaign against the frame-up of Mr. Salazar Calero
cannot but be indisolubly linked to the specific defense of this other
Peruvian democrat suffering at the hands of the reactionary authorities in
Sweden, which is also a result of US/Peruvian regime instigation with the
participation of the despicable traitors and agents of the Fujimori regime,
Javier Esparza and the La Torre couple.

Therein that no political campaign for Mr. Salazar Calero, an innocent and
hard working Peruvian abroad - as well described by his lawyers - and as
most Peruvian people indeed are - can be undertaken by proletarian
revolutionaries, without at the same time revealing the facts behind the
wider general conspiracy to smear the authentic symphatisers of the People's
War in Peru who reside abroad, and that requires further exposure of the
role of the police agents working for the "peace agreement" plot of Fujimori
and the US imperialists, as well as that of its accomplices and defenders,
the Co-Rim leadership, the bogus Sol Rojo and New Flag magazines
respectively in Sweden and the US.

Also, the fabrication of the Fujimori SIN and the capitulators abroad of a
bogus "connection" involving a PCP organism and a "Japanese terrorist cell",
concoction of SIN/CIA which is geared to allege that a "weakened and badly
split PCP" is "receiving funds from international terrorist organisations"
(we are referring here to the case of the Japanese woman arrested a couple
of days ago in Peru and who the police alleges was sent by a "Sol Rojo"
organisation in Japan to "deliver funds" to a "President Feliciano of a
Fujimori invented Red Path faction of the PCP") must ALSO be thoroughly
denounced and smashed as part and parcel of the same international smear
campaign which features the "attempted assassination in Stockholm" and the
framing of the Peruvian student allegedly a "supporter of those oppossed to
the peace agreement" of Fujimori and US imperialism, the arrest on bogus
charges of Mr. Salazar Calero, an innocent and hard working Peruvian
residing in the US since 1989 (before Fujimori came to power), and the stage
managed arrest of this last "Japanese Red Army Faction/Sol Rojo" alleged
"courier".

And all this leads, of course, to the necessity of political struggle to
reveal the aims behind the Fujimori/imperialist/capitulators plan: To smash
the organistation of the PCP abroad, the MPP, by means of setting up bogus
organisms of this sort under the control of the capitulators and their
allies, Co-RIM and the Right wing opportunists who are fighting tooth and
nail against the just initiative of the MPP, el Diario Internacional, and
the Sol Peru Committees of establishing and developing a WORLD MOBILISATION
COMMISSION precisely to organise the international support for the People's
War in Peru along proletarian political lines.

This international initiative on the part of genuine supporters of the
People's War - a step which the current developments have only succeeded in
underlining even more its paramount importance - is urgent and necessary,
not only to widen the support for the Peruvian revolution and the
revolutionary principles it embodies, but also as a crucial action in order
to debunk the frauds of the US/Fujimori/capitulators/Co-RIM about splits in
the PCP, and any other form of validation or endorsement of the slanderous
fraud of "peace agreement" engineered by US imperialism and the Fujimori
regime, together with the capitulationist gang, with the aim of defeating
the People's War and derailing the Peruvian revolution.

Particularly important, the World Mobilisation Commission will serve to
clarify to many Peruvian residents in various countries who may have fallen
for the bogus ministrations of the Fujimori agents, what really lays behind
statements such as: "The Peace agreement is only partly a police fraud, but
also partly an internal struggle between two lines", or what motivates some
others such as this: "the La Torres, (chieftains of the capitulators camp
together with the traitor Esparza) are only the "innocent and apolitical
parents of our comrade Norah, the greatest heroine of the party and the
revolution, who have only "signed the peace agreement and the repentance law
of Fujimori" just to be able to go and visit their "son Chairman Gonzalo" to
bring him a couple of blankets and a basket of fruit".

Only when the Peruvian residents abroad, particularly in the USA where the
zubatovist organism headed by "Luis Quispe" continues to make demagogic
noises to fool the masses, are aware of these factors, will they then be in
a position to protect themselves from the plots, frame-ups and persecutions
promoted by the Fujimori regime in connivance with US imperialism and the
agents of the "peace agreement plot" of which "Quispe" ia a defender and
associate.

To fail to draw this line of distinction, and to publicise these factors
among the masses at the same time as standing INDEPENDENTLY for the
democratic rights of Mr. Salazar Calero and against the colussion of the US
imperialists with the fascist Fujimori tyranny, while warning the masses
about the true nature of the disguised agents in their midst and of their
role in attacking El Diario Internacional, will be to practice unity with
opportunism against the interests of the revolution in Peru, the people's
War and Maoism.

It is normal that the exposed agent of Fujimori, "Quispe", would want to
stampede good comrades with highfallutin demagogy about death chambers and
the rest. How "defensive" can you get? Mr. Salazar Calero has a number of
legal avenues open to him, and the main one, as already stated by his
lawyers, is to prove that he has been residing in the US before the date of
the alleged incident the Fujimori regime is trying to pin on him.

This will only require some witnesses in court to debunk such a preposterous
accussation as that fabricated by the Fujimori police. We see no immediate
danger to Mr. Salazar Calero under the present legal framework in the USA,
nor many obvious indications that such a framework would be changed within
the next 60 days. We have no doubt that Mr. Salazar will count with
competent legal defence. Therefore, there is no need for any political
trafficking with his personal situation in the demagogic terms of the
"Quispes". In Sweden, tens of peruvians have also been requested for
"extradition" by Fujimori or "denied political asylum" by the Fujimori
regime and their cases have been won in court.

In our opinion, what must be emphasised is the demand for immediate freedom
for this Peruvian citizen. That too is a question for his lawyers and the
support of Civil Liberties organisations and the community at large. To
centre political support for the People's War in Peru around the question of
Mr. Salazar Calero, besides being a demagogic ruse of opportunists to dress
themselves up as the "people's friends", is not in the best interests of
anyone claiming innocence of the charges against him.

Political support for the People's War in Peru is not a "humanitarian
question" nor a "question of civil rights" alone. It is a question of the
class interest of the proletarian masses, of the development of the
proletarian's own world revolution and of the march towards a socialist
society and communism.

That is why, no true revolutionaries can allow themselves to be dragged into
"unity" with the enemies of the People's War such as the "Quispes" for
humanitarian reasons. Our support, as democrats, should go to Mr. Salazar
Calero - the falsely accussed victim - and to support any demand for his
freedom, from his family or his friends, independent of any political labels
they may wear, as a victim of fascism and imperialist chicanery. This is not
an issue of "solidarity with the People's War in Peru" in any way, to
pretend otherwise, is nothing but a harmful fraud, and we shall have nothing
to do with the puppeeteers behind a show of that nature.
