BACKGROUND DATA FOR FINDING OUT WHERE "SARGENT CHUCKY" IS COMING FROM

The following article from our archives is presented as a contemporary piece of 
evidence of certain facts ocurring around and, in fact, preceeding the 
development of the "peace letters" plot, particularly of its elements abroad 
which center around the famous "telephone call directive of Chairman Gonzalo" 
which the "individual in Sweden" (Javier Esparza) and his relatives Edmundo and 
Delia la Torre ("the parents of Comrade Norah" who according to the muppet 
"Quispe" are entitled because of this to do as they please and traffick with 
Chairman Gonzalo, oppose the Central Committee and work directly with the 
Peruvian embassy in Stockholm).

We submit this article to show that there is a single-minded objective running 
like a thread in all the actions of the Intelligence Service of the regime, the 
actions of the capitulators gang of Javier Esparza, the Co-Rim leadership and 
every one striving to serve the Peruvian counter-revolution abroad, including 
the different gangs of traffickers and bogus revolutionaries such as "Quispe".

OPERATION AMBASSADORS - FUJIMORI PRPARES TERRORIST ACTIONS ABROAD

(Caption:  Fujimori and the military prepare a criminal plan against opponents 
(of the regime abroad)

Fujimori is planning criminal actions against his political opponents abroad.

The terrorist plan is exposed in a communique from the "Sleeping Lion" 
organisation, a clandestine group working within the army and which is made up 
of high ranking officers who declare themselves enemies of the Fujimori High 
Command military clicque.

A few months ago "Sleeping Lion" hit the news by denouncing Vladimiro 
Montesinos and General Hermoza Rios - the strong men of Fujimori's regime - as 
the chieftains responsible of the paramilitary group which has assassinated 45 
students and several University lecturers (T.N.:"Grupo Colina")

The document from "Sleeping Lion" which was distributed LAST JUNE to all the 
Peruvian press, denounces that the National Intelligence Service (SIN) has set 
in motion a plan codenamed "OPERATION AMBASSADORS", which according to them 
would have the following objectives and structure:

"To attach to the Peruvian embassies, under cover and acting as military 
diplomatic envoys (agregados militares) officers with the ranks of Generals, 
Colonels and Commanders so that they may act as brokers and liasson officers 
for allowing special intelligence work to be carried out
by Agents of SIN who would be accompaniying them as "aides de camp".  These 
teams have been posted to countries where personalities who are recognised as 
Shining Path supporters and firm opponents of the regime among which there are 
some political leaders, journalists, writers, former members of the armed 
forces, etc are now established" (Quoted from the "Sleeping Lion Communique").

The report of "Sleeping Lion" is full of data and the names of the principal 
officers assigned for this work abroad and who would have charge of 
implementing the criminal plans of the Fujimori dictatorship.  In France they 
have planted General Alfonso Robledo del Aguila who has as his aide de camp 
Colonel Julio Gutierrez Rodas.  In England they have assigned Colonel Victor 
Bustamante Reategui.  In Belgium Colonel Raul O'Connor.  In Spain, Colonel 
Cesar Angulo Fernandez.  In Colombia, Colonel Raul Diez Burga.  In Argentina, 
Colonel Yuyanque Cervantes.  All these besides a group of experts in 
counter-intelligence operations.

"Sleeping Lion" asserts that "Operation Ambassadors" has been under preparation 
since OCTOBER 30, 1992, and that the reason for the re-organisation of the 
diplomatic service was carried out for that purpose.  This re-organisation of 
the diplomatic service also hit the news because it entailed the removal of 
some diplomats who were oppossed to the criminal plans of Fujimori.

At the end of last year (1992), the government initiated a "purgue" of 
ambassadors sacking carreer diplomats and replacing them with the regime's 
placemen.  It is precisely in those countries considered to have the highest 
level of political activity against the Peruvian dictatorship where sudden 
changes of diplomatic representatives have taken place.

The criminal plans of the Peruvian government are the result of the logic of a 
regime which has failed in their attempts to supress a growing opposition 
abroad.  Their threat to extradite more than 70 "Ambassadors of the Shining 
Path" had met with absolute and ridiculous failure.  The propaganda tour 
undertaken by Fujimori's ministers and other functionaries had only served to 
make the face of the tyrannical regime even more disagreeable.

This is because diverse intellectuals, political groups and even the foreign 
press were inimical to the brutal Peruvian regime demands.  The thousands of 
Peruvian citizens who are daily fleeing hunger and misery and taking up 
residence abroad are also growingly taking up a position symphatetic to the 
liberation struggle in Peru.  (End of article)
