Little more than one hour away from the moment of real and jubilant
CELEBRATION of the great day of the 16 ANNIVERSARY OF THE PEOPLE'S WAR IN
PERU, we deliver today the following article from the back cover of Number
33 of El Diario Internacional, the paper at the service of the oppressed
masses of Peru:

16 YEARS OF VICTORIOUS PEOPLE'S WAR

FIRST OF MAY ON THE ROAD TO POWER


Since 1980, the celebration of the International Day of the Proletariat in
Peru, had become linked to the most remarkable events in the People's War
and the class struggle of our country.  The extraordinary history of the
Peruvian proletariat precedes the initiation of the armed struggle.
However, it is with the clash of arms that the history of the Peruvian
working people has achieved a higher and more advanced dimension.

The rich history of the Peruvian working class is closely linked to the
theoretical and practical work of two extraordinary men.  Jose carlos
mariategui, the founder of the Communist Party of Peru (PCP) and Chairman
Gonzalo, leader and guide of the People's War.  In this same fashion, Party,
working class and revolution are linked together by one and the same history.

Chairman Gonzalo sythesises thus the role of Mariategui and the Party:

"The Communist Party of Peru, from the moment of its foundation and from its
reconstitution has payed great attention to the role of the proletariat in
the revolution. In this respect Chairman Gonzalo has pointed out: "The
foundation of the Communist Party, let us emphasise this, is the crowning of
Mariategui's theoretical and practical struggle and his direct participation
in the class struggle.

It was its greatest contribution and service to the proletariat, whose
combativity during more than 30 years of our contemporary history allowed
and gave substance to the appearance and development of the Communist Party
of Peru.  Mariategui, by contributing to the construction of our Party,
endowed it with its political-ideological base" (Chairman Gonzalo - Let us
Retake Mariategui and Reconstitute its Party, October 1975).


We salute all our comrades for this JUBILANT occassion and call upon them to
give the widest circulation to this issue of El Diario which is a
publication that truly has proven to be what is masthead says: "AT THE
SERVICE OF THE OPPRESSED MASSES OF PERU".  In Peru, every issue of El
Diario, both the clandestine publications, as well as the smuggled copies of
the foreign based editions are jubilant celebrated by the masses of
countryside and cities.  Let us salute together and in the same spirit, this
great achievement, and salute too the efforts and great merits of comrade
Luis Arce Borja, so vilely insulted in this forum by an agent of reaction.

Long Live El Diario, the publication that SERVES THE OPPRESSED MASSES OF
PERU - AND NOW THE WORLD in its international edition!
