NEW EDITION OF EL DIARIO INTERNACIONAL IS OUT!
El Diario Internacional N33 is now out in print, this represents a great
triumph of the proletarian revolutionary line at the international level and
it would constitute a great weapon of combat and victorious celebration
leading up and beyond the coming 17th of May, day in which the proletariat
and advanced progressive people of the world celebrate together with the
Peruavian people and the PCP the 16 ANNIVERSARY OF THE INITIATION OF THE
PEOPLE'S WAR IN PERU!.
We salute all our comrades for this coming occassion and call upon them to
give the widest circulation to this issue of El Diario which is a
publication that truly has proven to be what is masthead says: "AT THE
SERVICE OF THE OPPRESSED MASSES OF PERU". In Peru, every issue of El
Diario, both the clandestine publications, as well as the smuggled copies of
the foreign based editions are jubilant celebrated by the masses of
countryside and cities. Let us salute together and in the same spirit, this
great achievement, and salute too the efforts and great merits of comrade
Luis Arce Borja, so vilely insulted in this forum by an agent of reaction.

GUERILLAS CALLS UPON THE PEOPLE TO JOIN THE RED ARMY
"This is the People's Liberation Army, our struggle is the struggle of all
the oppressed people in Peru. Now we are consolidating the estrategic
equilibrium in the revolution. A part of this is the unstoppable advance of
the people's war led by the glourious Communist Party of Peru, the Party led
and built up by the historical figure of Chairman Gonzalo. The military
offensive of the old Peruvian state has failed and the hour of the
revolution has arrived!"
That was how the political commissar of the guerilla column began his speech
facing the population of Capilla Torres in Chiclayo district, a township in
the north of Peru some 400 kilometers from the capital.
On April 6th, in the afternoon, a guerilla column of approximately 100
fighters entered Capilla Torres by surprise and took absolute control of the
town. Immediately after the arrival of the guerilla fighters, the population
was summoned to a People's Assembly. In that event two individuals linked to
the large landowners and the local gangster authorities were subjected to a
People's Trial. Both individuals were accussed of being linked to the
government and the police. They were found guilty of several crimes against
the life of the people and of abusing against the peasant's womenfolf. They
were condemn to death and executed forewith.
The Maoist guerillas stayed several hours in this northern town. Most of
the time was invested by the rebels in expalining to the people the current
situation in the process of development of the People's war. Both the
Political Commissar as well as the military commander of the rebel force,
explained in detail the plans to continue with the development of the
encirclement of the cities from the countryside.
A part of their Report dealt with the bankruptcy of the counter-insurgency
plans of the Fujimori regime. The guerillas, using a didactical and
flexible approach announced that in the forecoming months an offensive to
further destabilize the Peruavian state would be launched. The Maoists
spoke of the iron unity of the Party, enphasising tha this quality was the
guarantee of victory for the People's War.
In this way they rejected and rubbished the version of the Fujimori regime
and the opportunists who are propagandising the suppossed existance of "two
factions" within the PCP.
