PROLETARIANS OF THE WORLD UNITE - AND QUISPE CONTINUES TO LIE AND SPREAD FUJIMORI PROPAGANDA OF A VERY DANGEROUS NATURE

Comrade Jay:

I think that sincere comrades should note now that the muppet is beginning
to spread counter-intelligence on behalf of the Fujimori regime making
allegations about who was or not a member of the Central Committee of the
PCP. All that this person is now saying is nothing but the rantings of a
lunatic or carefully orchestrated police propaganda.

No credence must be given at all to this individual nor to his tales about
the inner workings of Communist party of Peru organisations which are
nothing but the speculations of the Peruvian DINCOTE amplified by the
Peruvian senderologists.

You will notice too that this individual - who accusses others of revealing
names of "PCP comrades" when in fact it is the case of ONE
counter-revolutionary agent and rotten revisionists who is trafficking
ABROAD trying to deceive people with a phoney story about being member of
the PCP when he never was - I refer here to the Trotskyst agent Maximiliano
Durand Araujo, denounced by El Diario Internacional - IS IN FACT REVEALING
NAMES OF PEOPLE IN PERU WHO UPON WHOM THE POLICE IS TRYING TO ESTABLISH
LINKS WITH PCP ORGANISATIONS:

- He has falsely claimed that one Pedro Duran is the director of El Diario
in Lima. Who but the police would want to know who the editors of El Diario
in Lima are? The only director of El Diario - both in Lima and in Brussels
is Luis Arce Borja. The Fujimori regime has published fabricated "editions
of El Diario" in Lima in order to propagate the "peace agreement plot". The
muppet Quispe is now obviously a part of this counter-intelligence effort.

The muppet Quispe, a couple of years back also published a plagiarised
photocopied "translated" version of El Diario from Lima - interspeced with
his own rantings - and we here received from him a copy of that fabrication.
Since we had in our power the original version in Spanish of the same
edition as the Quispe version we were able to identify the forgery whose
most notorious alteration was that the name of Luis Arce Botja had been
substituted in the masthead for that of Carlos Banda.

This act of what at the time seemed as a gratuitous infidence and which
prompted the protest from Arce Borja and the most craven and abyect belly
crawling and excuses on the part of the muppet who promised never ever to do
something like that again, costed Mr. Banda his freedom.

Moreover "Quispe" keeps talking rubbish about "Maximiliano Duran's whole
family "including his 71 year old mother" been involved in the People's War.
If that is not an act of snitchery endangering life and limb of people that
have nothing to do with this debate, I fail to see what it is.

I think enough irresponsible talk has already being going on here about
these issues and NO ONE SHOULD REFER OR ALLOW THE MUPPET TO CONTINUE TO
FINGER ANYBODY IN PERU as "part of the People's War".

Criticism should now intensify as denounciation of a saboteur's behaviour
already well inside the territory of becoming a police source and a snitch
far exceeding the capibilities of your run of the mill Azcueta.

Consider the following. In Peru the muppets infidences are going to be used
by the Peruvian regime as "proof" of their allegations, not only about the
veracity of the "peace plot" which after all is already water under the
bridge and only the enemies of the PCP or frivoulous political speculators
would want to re-open such a debate - which proves also the objective
connection between the mouthings of Quispe and the "individual in Sweden"
henchmen now posing as "Malmo MPP" and the leadership of Co-Rim where
according to the fantasies of the muppet a "Member of the Central Commitee
of the PCP" sits. This last is also an absurdity of the size of the Empire
State Building. There are no members of the PCP, let alone the CC abroad!

The provocations and infidences of "Quispe" are now beginning to form a
clear pattern and revealing a carefully thought out plan.

Chairman Gonzalo teaches that "we know that a plan is an ideology" (On
Rectification Campaign, page 34 translated and published by Sol Peru -
London, August 1991). If a plan is an ideology, revealing "Quispe"'s plan
will indeed establish clearly the ideology that guides it. Moreover I will
add that if a plan is an ideology, the POLITICAL behaviour of anybody is
indeed too a manifestation of such a plan and such an ideology.

Basing ourselves on this fact, and in order to establish "Quispe"'s real
ideology, let us ask ourselves what can we conclude from the proceedings up
to now in refernce to "Quispe"'s game plan?

Not all has come to light as yet, but I will surmiss the following:

1. Contribute to the Co-RIM's disinformation campaign and attempts against
El Diario Internacional.

2. Remove the most feared enemies of the Fujimori regime abroad by a
campaign of character assasination, false, unsubstantiated and ridiculous
charges of the same ilk as those of the Peruvian DINCOTE against them, in
order to sow distrust among revolutionary people in the world with the aim
of aborting the WMC initiative.

3. Install himself, or one of his accomplices, in the Co-RIM "gentleman's
club" and act therefore as a "member of the Central Committee of the PCP"
lording it over the universe and playing his saboteur's role on a
international scale of global dimmensions.

His elaborated and "TORMENTED" ideological concoctions which he has so
bombastically presented indicate precisely such a plan since they are geared
to open the door for a negotiated solution between his "MPPs" and Co-RIm
which they are already meeting half way, and more than half way if we are to
judge by the actions and literature revealed by Rolf Martens which was
issued by the same gang of adventurers in Malmo. Moreover, such a plan as I
have outlined, fully corresponds with the ideological concoctions of "Quispe".

I think we must intensify criticism without falling into the trap of playing
the game of giving police information. One thing is denouncing vagabonds
and opportunist traffickers abroad WHO ARE NOT AND CANNOT AT ALL BE MEMBERS
OF THE PCP, and even there we have not mentioned more than initials such as
T.P. Quite another is to start babbling the names of real people IN PERU
who are in the line of fire of the fascist regime and the security services,
as Quispe has certainly done with the cases of those two Banda and Duran for
who knows what sinister reasons.

Comrade Jay, in the world stage we must center in building not a phoney
replica of the PCP, but a big, wide, strong authentic and correct
International Solidarity Movement and involve the proven leadership of the
best Maoist forces abroad, not only Peruvians, but American, Australian,
British, Belgian, Swiss, Philipino, Indian, Turkish, and from every country
of the world where there is proletariat and proletarian led organisations
including, in a not to distant future and as the reconstitution of the
International Communist Movement along truly Marxist and revolutionary lines
develops, Eastern Europe, Russia and even if possible China, the land of
Chairman Mao himself.

The proletariat cannot accept barriers of any kind to their efforts to unite
the oppressed peoples of the world, and revisionism in China and other
places, is only a passing phenomena which would not last very much longer,
as Chairman Mao himself predicted.

It is evident now that without a major overhaul the "New Flag" outfit will
continue to slide in the direction to which it has already fallen. But one
must be objective and accept what Chairman Mao said: "We should proceed from
good intentions to help him correct his mistakes so that he should have a
way out. However, dealing with persons of another type is DIFFERENT.
Towards persons like Trotsky, Chen Tu-hsiu, Chang Kuo-tao and Kao Kang in
China, IT WAS IMPOSSIBLE TO ADOPT A HELPFUL ATTITUDE, FOR THEY WERE
INCORRIGIBLE", and conclude from the evidence that - moreover when, far from
been in power when one can afford greater magnanimity, we are in a situation
of war when one always must be more stringent - this case is evidently one
of the second kind.

The problem encountered has revealed furthermore a serious lack of practical
experience in most comrades upholding Maoist positions in this forum. I make
exception of you and Louis Godena. All others have adopted a little of the
same "silence of the lambs" which led the Co-Rim to the swamp it finds
itself today, and except for Gina, and we all can see what Gina stands for
(or doesn't quite stand very much at all in any case), that has been the
sorry case that most worries me. Maoists without horns are not very good
Maoists yet. A lot needs to be done in my opinion in this regard since
itellectualism has a paralysing effect on people when confronted by
unexpected situations. Maoist must learn to deal with such situations on
their stride and criticism must be prompt, sharp and to the point.

The theory of "treating the illness to save the patient" is useless unless
people acquire the proper "medical skills", and that includes having the
guts to look into such horrid things as the patients vomit and excrecences,
otherwise how can we diagnose an illness, how can we prescribe a cure? How
can we use this Maoist theory when we stay on the side lines and only hear
the noise and blame the fighting dogs from disturbing our pleasant pursuits?
For me, that is adopting Maoism as a hobby.

This is what should now be debated, and not whether New Flag or Arce Borja
is right or wrong. Even to contemplate that as a matter of debate is
absurd. It is tantamount to involuntarily casting some kind of a slur on the
irreprochable conduct of a respected revolutionary comrade who is far above
the need to be confronted with such a scoundrel in any way. To center the
debate on that issue is, besides being unproductive, to accept the premises
that perhaps Co_Rim was right after all and begin to slide into that swamp
and giving the enemies of the revolution another chance to debate Fujimori's
plot when that is already beaten. I have been forced by the facts I
encounterd accidentally to undertake this sorry duty against my wishes
altogether.

Taking into consideration that no one is prepared to talk responsibly on
behalf of New Flag, I am herewith recommending all and sundry to cut all
relations with this kind of outfit and would report what I have seen and
experienced in full to the MPP.

More important, in my opinion, and what certainly will help clarify the
issues, is to debate the question of RIM as a movement and merely as Co-RIM.
To see how does the work of the WMC ties up with the achievements of RIM (I
mean here of the red revolutionary line within it) and how can the MOVEMENT
be propelled forward to a greater unity (whether the same name is kept or
not) since in RIM there are authentic communist parties. Another point,
which is worth also raising is the question of the RCP USA itself and its
way forward if it has any.

Here to bear in mind I have reached the following conclussions:

1. RIM under its present leadership is unable to lead a true Movement in
Support of the People's War in Peru, and even a change of leadership a la
"Quispe" would not be sufficient since the legacy of Avakianism is too heavy
to allay the reservations of the revolutionary masses in many countries of
the world. There is also the question of the Declaration, the internal
structure, etc. that makes this an obsolete organism for today's tasks.

2. Self criticism on the part of the RCP USA is not impossible, however
unlikely knowing Avakian's character and the internal undemocratic
structures of such a Party. However, it is possible for the RCP to change?
That is another matter. In any case the WMC is still the way forward and
only its resolute advance can bring about such changes as one may
contemplate a United Front type of practical unity with organisms of this
kind in the work to support the People's War in Peru and the world
revolution in general.

Problem with RCP is its claim to Maoism which currently is a total
revisionist distortion which is hardly a matter susceptible of
non-antagonistic two line struggle at present except in individual cases.
Can this change? It is not impossible that individuals or branches may
change and even a sizeble part of that Party may do so.

However, one way or another, sectarianism must be fought against in order to
be able to bring revolutionary ideas to the working class and the masses in
the USA. I do not think a single party can at present do that. It is more
a question of generating such a movement as to provide fertile ground for
the coalescence of a truly revolutionary party able to develop the People's
War under US conditions with the aim at the seizure of power.

In that too the work of the WMC seems to me as a contributing factor to
facilitate such a development, and not the establishment of a sect with the
same characteristics as RCP at present but under a new even more lumpen
style of management and with leaders fit for the loony bin such as we have
just experienced in the last few days.

In that hope, Action Socialiste from Canada, is not totally unjustified
underlining always, as those comrades do, that A LONG TIME IS NECESSARY FOR
THIS PROCESS. Moreover, the advance of the WORLD MOBILISATION COMMISSION'S
WORK which is just now at a preliminary stage, is funadamental for any
chance of this happy outcome to be possible.

Ideological remoulding is necessary for all of us, with the exception of a
few lost cases which unfortunately are the ones to prove this Maoist rule.
Our cause depends on the many, and we must never forget this, even though we
may have to resource to fewer but better troops since we aim for many but of
a high quality type capable of giving proletarian leadership instead of
circus acrobatics.

These are just some of my current concerns.
