PERU: ON THE EVE OF THE 16 ANNIVERSARY OF THE PEOPLE'S WAR, CONTINUE THE FIGHT AGAINST OPPORTUNISM AND REVISIONIST ANARCHISM OF ALL VARIETIES



We reproduce the following report from the bourgeois agency AP which
reflects the growing decomposition and "lumpenization" of the Peruvian state
and peruvian society groaning under its obsolete weight.

Although the headline is captured by the kidnapping of a US imperialist
mining enterprise - a rare occassion that literally struck gold for the
perpetrators, given that most US executives in Peru are high security
protected both by the state as well as by their own private arrangements -
and obviously this development also means that the big pro-imperialist
bourgeosie and the state burocrats are likewise forced - and have the means
- to increase their own security measures, the real victims - because they
are part of the Peruvian people and would not be able to afford any sort of
protection except by ARMING THEMSELVES - are the national bourgeoisie -
which is the national bourgeosie of a semi-colonial and semi-feudal country,
and therefore one of the oppressed classes in society.

The "quickie kidnappings" the article speaks of, are the ones on the
increase, and quite a few of these criminal bands disguise themselves as
political fighters, be it MRTA, or even those who claim to be from "Shining
Path". Many of these gangs are police or state security people in disguise
supplementing their meagre PETTY BOURGEOIS incomes. However, wherever the
PCP has established the people's political power such manifestations of
social decomposition have been severely put down, both in the countryside as
well as in the cities.

The facts are that the more the fascist regime generates a climate of
"anything goes" - the capitalist anarchy which is now even beginning to
pervade the hitherto "immune" developed captalist world, the more endangered
the national bourgeoisie's property and rights become, and the closer they
are bound to draw to the People's Liberation Front proposed by Chairman
Gonzalo and to see in the leadership of the PCP and the protection of the
People's Liberation Army the real and only way out to protect their
immediate interests.

That is how history, independent of man's will, but as a consequence too of
the masses heroic actions in demolishing the old state, make imperative the
establishment and growth of the new state in ever growing zones even if
underground at the present juncture. This is the new democratic republic
which alone can guarantee basic freedoms and a new and more advanced and
just SOCIAL ORDER, a revolutionary social order, as the fruit of the social
revolution that has been going on for sixteen years fuelled by the
victorious advance of the People's War whose anniversary we will be
celebrating in London on the 17th with a special function.

The program of the PCP for the current stage of the revolution which is
national-democratic (or bourgeois) in character clearly states the
protection of the rights and property of the national bourgeosie.
Developments and facts are demonstrating to this class which for many years
was not participating in the revolution that there is no other road for them
than to begin taking their place and enrol in the revolutionary ranks.

Chairman Gonzalo puts it this way:

"We must bear in mind that both the revolution and the people's war are
intensifyng and that we are the leading centre, the axis of the
polarisation; taking this into account as THE BASIC FACT, let us develop the
UNITED FRONT OF THE REVOLUTION based upon the WORKERS-PEASANTS alliance and
integrated by FOUR CLASSES: proletariat, peasantry, petty bourgeosie and
national bourgeosie, who together constitute 90% of the people". (Chairman
Gonzalo "Let Strategic Equilibrium Shake the Whole Country Even More",
November 1991).

And taking into consideration that the basic forces, the backbone of the
alliance is the WORKER-PEASANT ALLIANCE, a curb on the petty bourgeoisie and
particularly upon the lumpenised sections of this class becomes imperative
WITHIN THE PEOPLE'S RANKS, in order to be in a capacity to seize power
countrywide and implement the program of the Party. Everybody knows that in
accordance with the laws of class society the petty bourgeois are eyeing the
position and property of the class DIRECTLY ABOVE themselves whose ranks
they dream of joining and supplanting. This phenomena doubtlessly require a
strenghtening of the proletariat's leading role based on the rock
foundationof the new power, the WORKER-PEASANT ALLIANCE, and that can only
be done by making inroads within the people's ranks on the influence and
EXCESSES of petty bourgeois revolutionist ideology and practice, which are
the roots of disorder and dissolution in society, specailly in a society
like Peru with such large petty bourgeois and other intermediate layers.
Without strenous effors both inside and outside the revolutionary Party in
this direction, the seizure of power is not possible, and in sofar as such
efforts become evident and are perceived by the National bourgeoisie, the
coming over of this class to the side of the people's War and their active
participation in the same is in fact accelerated favouring the effective
development of the UNITED FRONT FOR THE REVOLUTION and making a reality of
Chairman Gonzalo's words:

"A front that should UNITE ALL THOSE PERSONS AND ORGANISATIONS THAT ARE
TRULY IN FAVOUR OF THE REVOLUTION AND REALISATION BY MEANS OF THE PEOPLE'S
WAR; if we were not to see things in this way we would not be able to
develop the THIRD INSTRUMENT and, within a perspective OF REVOLUTIONARY
CRISIS, we shall fail to contribute to break the influence that the
different clicques wield over the masses......" (ibid)

(And this includes - at the international level - clicques like the one
headed from Paris by Maximiliano Durand which, on raising again its ugly and
slanderous head to attack the very idea of unity and discipline under
proletarian leadership, expresses petty bourgeois mumbo jumbo dressed up as
"Maoism", a "slanderous Maoism" which in practice is far removed from the
proletariat's aims of social liberation, being based solely on ideas of
petty bourgeois social-revenge, as well as expressing the need of combating
firmly and definetively against the liberal tendencies who uphold all hidden
dissolutionary and anarchist tendencies who traffick with the Party's name,
like the New York "Inkarri" and his backers - the Avakianists without Avakian).

And further more:

".....turning the Party into the centre of THE PEOPLE'S CAMP; if we do not
ACT in this fashion how are we going to develop the polarisation, the
upsurge of the masses and THE SEIZURE OF THE CITIES?"

Seizing the cities means assuming immediate responsability for the
implementation of a new power CAPABLE of implementing the revolutions
immediate program which includes protection to the rights and freedom of the
national bourgeoisie. For that purpose, besides rising the fighting
capacity of the masses, the Party must also raise the organisational quality
of their apparatus, fundamentally revolutionary discipline, enforcing it
with an iron fist particularly upon the tendencies towards social
dissolution and "meat riots" which encroach upon the rights and property
both of the New State in the case of the enterprises of the imperialist and
big bourgeois which are immediately to be confiscated and the rights and
properties of the national bourgeoisie whose participation in the People's
Republic is crucial for its viability and success.

These are the material considerations of the stage about to be entered -
both at the national as well as at the international level by the forces
which are really guided by authentic Marxism-Leninism-Maoism Gonzalo
Thought, and not the quasy religious mumbo jumbo of "clandestine" petty
bourgeois adventurers and traffickers who are usurping the name of the
Party's organisms with the backing of a clique of American liberals. At the
international level too, the bringing together of a wide based commission
>from within the ranks of THE INTERNATIONAL COMMUNIST MOVEMENT, breaks too
with the petty-bourgeois anarchistic and dissolutive tendencies associated
with the sect of Robert Avakian and his putative imitators, the renegade
conciliators in Malmo, and their slanderous associates in New York and
Paris, who are no more than a dozen or little more well financed demagogues
out to emasculate the serious leadership of the International organism of
the PCP, the real MPPs, as well as to salnder and denigrate the proven
friends of the People's War in Peru, with the aim of coming back into the
fold of anrchism in a totally shelled out organisation completely devoided
of any democratic life and moreover, distrusted and rejected by the
proletariat and the popular masses everywhere.

In this context, we must understand Chairman Gonzalo's words:

"Therefore we must clearly see the importance of the UNITED FRONT. In the
revolution there are three constant forces: proletarians, peasantry, petty
bourgeoisie; BUT THE NATIONAL BOURGEOISIE must come over to the side of the
revolution, EXPRESSING ITS CLASS NATURE, and we must DEVELOP UNITY AND
STRUGGLE TOWARDS THEM". (ibid)

The curbing of petty bourgeois ideology is not equivalent to the curbing or
relegating of the long term interests of the masses of this social origen
because they are part of the Peruvian people in transition to the
proletariat to which level they have already been continously educated and
raised to by the Party in the long years of people's war, in SHARP struggle
against the open demagogues, particularly the electoralist ones, promising
them immediate "socialist division of property and social product" in a
country needing a certain degree of capital accumulation and enterprise
under certain conditions, to have a basis upon which socialism can possibly
be built.

That is the meaning of the Maoist economics in the period of the democratic
revolution and that of the transition to socialist society which culminates
the democratic stage and begins the socialist transformation stage of the
revolution at one and the same moment of the seizure of power countrywide,
having layed certain foundations for it already in the course of the
People's War.

And now this correct road advocated by Chairman Gonzalo himself, develops in
struggle against all those hidden demagogues using the Party's name to hold
forth the perspective of the same "meat riots" and "bowl of porridge"
revisionist program, by means of violence and sectarian hegemonism, both at
home as well as abroad. This is part of the Rectification Campaign, and
within the wide masses proceeds by criticism, self-criticism and
struggle-transformation. But to derive from this that there will be no need
to purge a number of incorregible opportunists and infiltrated agents, is to
take a non-materialist view of the problem and to slide into Avakian style
liberalism.

No, this policy is directed against the handful of objectively functioning
class enemy agents stirring petty bourgeois demagogy in order to misled this
class AWAY from the revolutionary camp of the CLASS ALLIANCE being built,
and towards anarchic behaviour and provocations aimed at aborting the
revolutionary upsurge of the masses which must be firmly led by the Party ad
its true organisms.

It is thinking on this point in which the danger of demagogues of the
"Quispe" type who imitate like cacatuas the voice of the Party in order to
attack the Party and its true and loyal friends - old and new - by means of
a caricaturisation, becomes glaringly evident, showing that his coincidence
with the advocates of "meat riots" in this list is by no means accidental.

And finally, Chairman Gonzalo himself points the characteristics of the new
policy, the policy of the RECTIFICATION CAMPAIGN which points precisely at
the antipodes of "Quispe's" demonstrated behaviour, since is aimed to lift
the Party's cadres and the masses through them to strive to embody Marx in
all its actions and not the lumpen-like Khruschevs and slanderous Teng
Xiao-pings of today, or the bombastic anarchist demagogues of Marx's own
day. This is the policy that must be applied at the national as well as the
international level, in order to advance the arrival of the day of
liberation in Peru and thus to serve truly the development of the world
revolution:

".....if we do not act in this fashion we would be committing SECTARIAN
ERRORS. CLOSED DOORS AMOUNTS TO SECTARISM. THE QUESTION IS ONE OF UNITY AND
STRUGGLE". (ibid)

And what is the purpose of this policy?:

"The time has arrived to OPEN DOORS for a great incorporation into the
revolution; for example the intellectuals (JOURNALISTS, TECHNICAL PEOPLE,
ARE INTELLECTUALS, slanderers are not, because they are but scribblers and
very stupid scribblers at that at the objective service of the class enemy)
ARE INDISPENSIBLE for the revolution; these ARE MORE COMPLEX PROBLEMS,
problems that entail a greater danger of rightism and DEMAND MORE OPEN
MINDED WORK". (ibid) Like calling every journalist, including obviously
progresive ones like Ken Campbell a CIA agent!

"There will be a version of the People's Consultative Council, otherwise how
are going to set the democratic government?" (ibid)

And how can any Consultative body be imagined with a "Quispe" slandering and
blackening every true old or new friend of the People's Power in Peru?

There are two roads here very clearly defined, Gonzalo's road - which is
Mariategui's road, the road of the united front and the road of proletarian
discipline and education of the masses for the seizure and EXCERCISE OF
POWER UNDER THE NEW ORDER OF SOCIETY, and the impostor's road as expressed
by the wooden doll "Quispe", a "road" which, far from having anything to do
with Mariategui's, is perfectly akin to that of any anarchist meat riot
advocate of pimping and drug dealing in "the service of the revolution" as
featured in this list by someone who's name is too well know to bother to
mention.
