**Russian Communist leader outlines election program**

The chairman of the Communist Party of Russian Federation
(CPRF), Gennady Zuganov, has set out his election program.
Outlining his program for running for the presidency,
Zuganov, 51, stressed that he favors the resolutions
recently approved by the State Duma (the lower house of
parliament) that denounced the 1991 accords which led to the
dissolution of the former Soviet Union. But, he said, this
does not mean that "tomorrow someone will forcibly annex
anyone's territory or encroach on anyone's sovereignty."
He said all necessary measures would be taken for a
voluntary restoration of all contacts between Russia,
Ukraine, Belarus and Kazakhstan -- the "big four" among
the 12 members of the Commonwealth of Independent States
(CIS). Three other former Soviet republics, the Baltic
states of Lithuania, Latvia and Estonia, have refused to
join the CIS.
The CPRF leader also offered to bring an end to the 15-
month-long war in Chechnya and prevent fresh military
conflicts in Russia. He promised to "guarantee the right of
all citizens to work, rest, housing and free education" if
he wins the June 16 election.
Meanwhile, he offered "to bring wages, salaries, pensions
and student grants into line with real subsistence minimum"
and "to make up for savings lost by the depositors as a
result of the so-called reforms." He also promised to work
for family, mother and child welfare and secure a radical
change in the position of women in society.
Zuganov announced an intention to uphold the interests of
the home producers at enterprises of all forms of ownership
and take urgent measures and apply a state regulation of the
economy if necessary. He promised to save the country's
scientific, technical and cultural potential and give state
support to high-tech plants in the defense sector.
His program contains a promise to strengthen the financial
system, ensure the stability of the ruble, and establish
state monopoly on foreign trade in natural resources and
strategic commodities. He recognized the multi-structural
character of the economy, with the state retaining the
management of strategically important sectors. Moreover,
measures will be taken to fight corruption in the state
apparatus.
As for his foreign policy, Zuganov noted it will be an
active one. "We shall not stop short of terminating
inequitable treaties which infringe upon the interests" of
Russia, he added.
