"NON-LETHAL" MILITARY AID FOR PAPUA NEW GUINEA?

Foreign Affairs Minister Alexander Downer, who is currently in Papua New
Guinea (PNG), has stated that Australia will continue to supply the PNG
military with "non-lethal" military aid. In fact it is this "non-lethal"
military aid which maintains the PNG Army on Bougainville. Its results are
anything but "non-lethal".
The Bougainville Revolutionary Army (BRA) has just captured a PNG military
order. Extracts follow (OC IO FUPO MLO DMI DDP OPSO):-
1) You are to do your best and to get into the jungle according to our
previous plan and search or the rebels and kill them.
2) You are ordered not to give alternative questions to any Bougainville
Interim Government (BIG)/Bougainville Revolutionary Army (BRA) supporters
but to kill them.
3) Any civilians who are suspected covering the BRA must be killed without
question.
4) These operations aim is to get the rebels out and drag them out. Do not
leave any of them but wipe them out.
5) You are to destroy all food gardens, houses and any fields up in the
jungle. Clean it up.
6) Any civilian found to be an ordinary civilian are to be forced into care
centres. If anyone is found to be disorderly must be beaten but to not cause
their death.
7) Search carefully the following most wanted people and destroy them:-
Toroama, Tintare, Sindau, Sinka, Topasi, Mowo, Neipa, Batani, Kaona, Kabui,
Ona, Miriki, Epeli, Siriapi.
These plus those in the Solomon Islands.
The above orders are to be carried out as soon as possible as from the
receipt of this message, at your own time. end.
At the same time prominent Bougainvilleans living in PNG remain also the
subject of "unexplained killings". The latest examples are Ephraim Makis
and his brother Albert Uming. Both were killed by "unidentified murderers"
in Port Moresby on Friday evening. These deaths are the latest in a series
of killings of prominent Bougainville people in Port Moresby.

NAROKOBI SOUNDS ALARM OVER B'VILLE VIOLATIONS

Wewak MP and former Attorney-General Bernard Narokobi has called on the
Ombudsman Commission and the Public Prosecutor to "rise up" and defend the
rights of the Bougainville people.
His comments were prompted by yesterday's report of the harassment of
prominent Buka Island leaders Sam Tulo, who is a former MP and former
administrator of Bougainville, and James Togel who is the Bougainville
provincial peace coordinator.
Mr Tulo was reported to have been taken in for questioning at gunpoint for
reporting ill-treatment of Buka people and the Northwest Interim Authority
people to the Prime Minister's Department Secretary, Noel Levi, following
the lifting of the ceasefire and the imposition of a restriction of trade,
travel and bulk orders of foodstuff.
Mr Togel was picked up about 11 pm and spent the night in the police staton
lock-up for questioning in relation to a planned trip to Honiara, Solomon
Islands, with Premier Theodore Miriung to see Bishop Gregory Singkai of the
Roman Catholic Church.
He was not released until Sunday evening.
Mr Narokobi had been trying to contact the police in Buka to have Mr Togel
released when he heard about the arrest.
"My main concern there was that it seemed to me that that he had not been
charged with an offence and placed in the lock-up," he said.
"Bougainville is still under civilian authorities' control. It has not been
handed over to military control."
Mr Narokobi explained that under callout provisions, civil authorities such
as the police invite he military to help them with logistics and manpower
support.
He said that the appropriate authority to oversee the Bougainville situation
was the police commissioner, Robert Nenta.
"It is highly dangerous and definitely unconstitutonal to be acting in de
facto as if the province is under an emergency.
"It is not the military that is at fault; it is the government. The
government must give clear instructions and guiding principlesabout how and
where the military is to be engaged.
"In arresting people who violate the law, the military, if they are given
police powers, can arrest and charge individuals.
"If they do not have police powers, then they can execise citizen's powers
of arrest but they must hand over the accused to police for investigation,
for possible charge and for questions of consideration for trial," said Mr
Narokobi.

Bougainville Interim Government, 8/5/96

THE SECRETARY OF THE BOUGAINVILLE INTERIM GOVERNMENT NOW BASED IN HOLLAND MR
MARTIN MIRIORI THANK AND PRAISE THE UNHCR AND THE GOVERNMENTS OF THE
NETHERLANDS, SOLOMON ISLANDS AND AUSTRALIA.
The Secretary of the B.I.G. who has just been relocated to the Netherlands
in exile with his family for security reasons from Solomon Islands has
praised very highly and also thanked the UNHCR, the Dutch, Solomon Islands
and Australian Governments for their co-operation and great involvement in
assisting with the special operation last Wednesday night from Honiara to
Brisbane with tight security using the VIP RAAF Falcon chartered aircraft.
The family then took the scheduled Qantas flight direct to Singapore on
Thursday afternoon, and again from there the Royal Dutch Airlines (KLM)
direct to Amsterdam arriving on early Friday morning.
In what Mr Miriori has described the exercise as the high speed special
emergency security operation, even the PNG Government who continue to issue
series of serious threats to his personal safety while in Solomon Islands
were taken by surprise.
"The day will most certainly go down in the Bougainville history in our
current people's genuine struggle for self determination", Mr Miriori said.
"This latest move to relocate me in Europe is a good positive sign for the
independence struggle for my people in Bougainville, and will definitely
take the Bougainville issue into great new heights and provide new dimension
internationally.
"From this point on, the PNG Government should now publicly admit that they
have now truly lost Bougainville both diplomatically and politically and
militarily on the ground against B.R.A. They have now been totally
demoralised, defeated and PNG will be destroyed soon", Mr Miriori said
confidently.
"Prime Minister Sir Julius Chan's number has been finally called. His
darkest hour has come. There is no more political future for him now
because he has now been out smarted and out classed by the people of
Bougainville to finally have him destroyed with his long running political
career in the past more than 25 years.
"The same must also be said about the PNG Defence Minister, Mr Mathias
Ijape, whose troops are already defeated by B.R.A. on the ground. There is
no future for him and his soldiers on Bougainville. He speaks so loud that
even he does not know what his own left hand is doing", said Mr Miriori.
"How could PNG win the hearts and minds of Bougainvilleans when they are
involved in employing criminals like Mr Joseph Assaigo in the Solomon
Islands who are only promoting terrorist activities in another sovereign
country while hiding behind the Vienna Convention smoke-screen. Such
Assaigo's terrorist activities which are now the public knowledge in Solomon
Islands should make PNG to be listed as one of the countries promoting
international terrorism in the world today which must be condemned in the
