CONDENSED VERSION OF "MAOIST WARS" FOR ONLOOKERS

The following was written yesterday - before the latest publications by
"Quispe" and by Ken "Zodiac".  It is obvious that these latest developments
and the rantings and ravings of "Quispe" should now have a different
interpretation put on them.  It is a fact of history that every true
revolution draws to its side remarkable leaders, courageous fighters and the
wide masses of the people of ALL walks of life.  Also along side the
revolutionary masses and trailing in their wake, all sorts of juglars,
adventurers, and even some mentally instable people, such as the many
ranters and ravers who flourished in Cromwell's England tend to appear
anecdotically in the course of the movement.  That is why sometimes the
phrase "Revolution is the carnival of the oppressed" can give a perspective
to this inevitable phenomena.

People doing serious work for the revolution cannot argue with those who can
confuse an issue for the little men in white coats with an issue of
political liberties.  For us "Quispe" is not responsible for his actions or
words any more, therefore we will heed the advise of Zeynep and cease to
refer to him as a political factor.

However, since "Quispes" do not normally appear packaged as "true
representatives of the Communist Party of Peru", there must per force be
responsible people for this situation.  Those who have facilitated a "stool"
for a very sick person to climb and have the chance to spit his foaming
madness upon those who enjoy the respect of the revolutionary people, both
in Peru and abroad.

Therefore, we publish this, not as a polemical article, but as preliminary
conclussions on the issue of "Quispe" and the possible motives for the
development of this incident in Internet.  From now on, we shall ignore
"Quispe" altogether and go after the grand puppeteers of this show.

In that endeavour we shall not cease until we get to the bottom of this
affair and turn it into its opposite, to the advantage of the real and
genuine International Movement of Support for the People's War in Peru,
which of course is not to be built in Internet - although no one can deny
that this media can play an important communications role.

And Zeynep must understand why we cannot cease in this endeavour.  The
revolution in Peru deserves the support of all right thinking
revolutionaries and democratic people of the world.  There are immense
resources being invested by the class enemy for the purpose of preventing
this development, and provocations of the nature of this one, are by no
means unique.  We cannot be put off by these difficulties or give-up
throwing our hands up in the air in despair in the face of ugly incidents
like this.

On the contrary, we must make efforts to turn these to the advantage of
people. What if a great deal of dust is raised by a dog fight in which
hardly anyone can make heads of tails of what is going on?  Will that in any
way affect the revolution in Peru, or the solidarity movement already taking
a decisive stride forward?  Maybe only until the dust settles and people are
able to take a good look to issues they would not have thought before to
analyse.

In other words, I accept fully that there is no longer any use or purpose in
taking "Quispe" to further task.  However, it is imperative that we make
heads or tails of this incident, and that people can see for themselves how
important the revolution in Peru is, since its enemies are going to such
lenghts to put stones of this "amazing kind" in the progress of its
solidarity work.

Another thing to take into consideration is the following.  I do not bear,
and never had, any personal grudge against the individual posing as
"Quispe".  On the contrary, I feel deeply sorry for him and think that such
a person deserves proper care and attention which goes far beyond the
political or ideological fields, and in case it would turn out to be true
that he is being hounded by the authorities in the USA in any manner, proper
legal - and medical - representation for whatever offense they may charge
him with should be provided by those responsible for his coming to grief.

That is why it is important to note that these preliminary conclussions were
drafted prior to THE LATEST DEVELOPMENTS.  While the question of "Quispe's"
mental state would explain the incredibly bizarre behaviour of this person,
there is still enough truth in the political analysis below for it to serve
the purpose of illustrating the interested members of this list.

PART ONE:  THE MAN THAT CALLS HIMSELF "LUIS QUISPE"

The two line struggle has, up to now, and to our best understanding, and
putting together the facts we know, with the facts revealed by Quispe
himself in his own words, rendered the following conclusion about the kind
of problem we have "stepped into" by coming into "internet" contact with the
person known as Luis Quispe for the first time in an open forum such as this
Marxism list.

The questions that has been debated in this list center around the
fundamental question of continuation of the revolution or capitulation of
the same.  But that aspect we shall analyse and explain after we give the
list our conclusion on the type of problem encountered, a problem that is by
no means a question of line struggle alone and not even principally that.

In fact, in the last analysis, Quispe represents no definite line at all,
except the intention of someone - working for his own wild ambitions - or
for others who "pay the piper" - we do not as yet know for sure - to do as
much damage to the revolution as he possibly can, changing daily, and even
hourly, and now going around in circles, knowing that he has finally being
caught in the tangle of his own deceptions.

Some of the conclusions arrived here, were already suspected, but there was
not proof of this, until it was provided by Quispe's behaviour itself and by
the revelation of the true nature of his "international connections".

This has appeared as a very complicated struggle because it involves
psychological warfare, infiltration, impostors claiming to be Maoists and
"representatives of the PCP", and actually working for organisms heavily
infiltrated and manipulated by the bourgeoisie and its specialist services
in sychological counter-revolutionary activities, revisionists,
capitulators, and a number of bogus Maoists such as RCP USA, the leaders of
which organisation are people who are basically no different in ideological
outlook than any anarchist and his meat riots, except that they can talk
their fair bit of "Maoese" and twist it around to say "proletarian
revolution" when they really mean "meat riot".

However, even all these people, with all their enmity and antagonism are far
>from explaining a "Luis Quispe".

We shall deal with the background of the Quispe problem when dealing with
the real two-line struggle between Maoism and the Avakian revisionists,
which we shall try to explain to the list in a second article.

But this two-line struggle against the right-wing extreme opportunists in
our Movement, and even against those who conciliate with them, has really
little to do with the Quispe episode, which owns more to a question of
uncovering a swindler and a carefully hidden enemy with delusions of
grandeur, than to any real ideological questions.

Quispe is, essentially, an anarchist gone absolutely wild.  The difference
is that while this anarchist, far from being outside the movement of support
for the People's War in Peru, and being an honest enough person of his own
who wants to demonstrate with his ideas - as disorganised as they may be -
that Maoism is "finished", and, moreover, someone who loudly proclaims his
clear opposition to all forms of Maoism, the "disguised anarchist" actually
claims to speak in the name of the Communist Party of Peru and of Maoism.

We can live perfectly well with in this list with all the anarchists of the
world, even with Robert Malecki who so much hates and berates us on behalf
of his friend "Luis", and limit ourselves to tease them and give them a hard
time from time to time, since they are clear enemies of Maoism going around
with an open visor for all to see.

Moreover, in certain circunstances, given their penchant for anything
rumbunctious, they may even play a role here and there in having a go at
those who at any particular time are impeding the advance of the revolution
and then we can find ourselves gunning in the same direction from time to
time.

Anarchists may also want to be negative and cause Maoism as much damage as
they can, but their own clear and overt enemity to the leaders, symbols,
organisations of the Communist Parties and the Communist International
(Stalin and Mao in particular) make them really inneffective in
accomplishing the most dangerous thing for a Party of the revolution - to be
misled into following their lead believing them to have the interests of
Maoism at heart.

Such a thing would be impossible for any "honest to goodness" overt
anti-Maoist. No Maoist would ever be fooled by him.

However, people WITH THE SAME BASIC IDEOLOGY as the anrchists and the
Avakianists version of it -RRRevolutionary demagogy - can do, and actually
do damage if they, to their hidden anti-Maoism would add cleverly schemed
and crafted deception, would assume a false identity, and appear one good
day somewhere in the world claiming to be an MPP (a Party organism), and
thus fooling a few unaware revolutionary minded people into believing them
"true revolutionaries" by relating themselves in a crafty manner to the
recognised defenders of the People's War and Maoism, by means of Lin-piao
style insinuations and offers of "support" in their tasks.

In that way, they achieve their first aim: to "get close" to those proven
leaders and intellectuals who for a number of years have, at every turn,
stuck themselves in the gullet of reaction and therefore won the respect of
all those who see in the People's War in Peru a hope for the oppressed
peoples of the world.  This objective they achieve by praising them, helping
with translating their works, etc. with the aim of identifying themselves in
the minds of some well intentioned people as "people of the same line" as
the proven leaders.

This kind of deception may permit an anarchist demagogue who had changed his
name to Luis Quispe and gone to live in New York, to raise some funds and
set up a press organ which apparently follows for a couple of years the same
line and orientation as the recognised source of veracious information on
the Maoist movement and the People's War in Peru - in this case, El Diario
Internacional.

With this imposture, the disguised "Malecki", is enabled by his thus
acquired "angels" to have a web page he may call the PCP page, and thus make
himself with a little political capital (which he vastly overestimates).

Moreover, this disguised Malecki appoints himself in his other persona as
both Director Quispe and Vice-Director Ccorimanya - who are but one and the
same individual speaking with two voices - of an organ he calls New Flag and
decorates with a picture of Chairman Gonzalo and a quotation from the leader
of PCP.

To "push start" this press organ he gets a few literary contributions from
progressive people on the strenght of telling them he is "working for the
PCP" and giving credibility to this claim by getting his first modest and
original outfit (just a humble "New York Committee to Support the Revolution
in Peru" mentioned in El Diario Internacional by sending a letter of support
precisely on the occassion of El Diario's condemnation of his current ally
and mentor Maximiliano Durand  (Quispe's "comrade MD") and "closing ranks
with the MPP" on this issue.  (See El Diario International Number 20).  That
was Quispe then, a tiny voice which merited a tiny little note in El Diario
among many messages of support from all over the world from real and serious
organisations.

In this "New Flag", Quispe begins by plagiarising articles by Chairman
Gonzalo, rewriting them as part of his "MPP" literature to make them appear
as his own production, republishing some documents from PCP who are
otherwise widely available within the Movement, filling pages with reprinted
articles from El Diario Internacional, and El Diario in Peru, both directed
by Arce Borja, etc. without specific authorisation.

He does this in order to establish his new persona as a converted
revolutionary, despite having been, under his true identity, nothing less
that the representative and electoral agent in New York of the United Left
coalition and their Presidential candidate Alfonso Barrantes Lingan, as
recently as 1985.

This last, is of course no desqualification in itself, since many people who
used to follow the revisionist organisations in Peru have gone over to the
PCP and the great majority are good and sincere people.  But it certainly
speaks volumes for his current airs of grandeur and his self-propaganda as a
"modest and hardworking revolutionary" of long standing credentials.

Neither is his insistence in working with a false name to be by itself
disqualifying, since their are many Peruvians who must keep their identities
secret for fear of retaliation against their families and these people workk
courageously and sincerely for the cause of the People's War.

However, people forced to adopt this "clandestine methods" in countries
where clandestinity is not necessary for open TRIBUNES OF THE PEOPLE for
family or personal reasons, accept that since they cannot face the world
with their true faces, they must also recognise and support the courage and
conviction of those who do and stand in the forefront without fear or
reservation.  And hundreds of honest Peruvian supporters of the MPP and
Sol-Peru Committees in Europe do precisely just this. That is the correct
relationship between clandestine and open work for Peruvian supporters of
the PW in countries such as the US and Europe at present. The rest, is sheer
"clandestinitis" and a device to make themselves "interesting" and create an
"aura of revolutionism" around themselves, useful for a swindler, but not
for a sincere supporter.

Most honest people in that situation can indeed contribute their work to
international solidarity effectively and anonymously without setting
themselves as little emperors when every "insider" knows their true history,
name, etc.

So here, in the Quispe/Ccorimanya case we do not have a "two-line" struggle,
but a hoax.  The two-line struggle is not at all with this "plant" Quispe,
it is with those who have fallen under his spell and got so involved with
him that they now fill embarrased and obliged to cover up the true facts,
despite knowing them already, for fear of loosing face.

Meanwhile, the "great maoist/anarchist" has continued secretly and
unbeknowst to those he so asidously courted in order to legitimise himself,
to both misrepresent himself in private - in chummy confidentiality and
before unaware well intentioned people, "letting them into the secret" that
him, Luis Quispe, is the "supervisor" appointed by the PCP to "control" the
"intellectual glory seekers" Arce Borja and Olaechea, people who are true
and open figures of the Peruvian revolutionary camp, with a known history in
the movement going back dozens of years and need no "handlers" or
"overseers", thankyou very much.

Lie big, lie in secret and far from your intended victims, and lie often,
and bigger every time, is the only philosophy of this kind of person.

This individual, also, and at the same time, begins subtly and slowly to
practice underhand AND SECRET character assassination and dissemination of
black propaganda against the consistent defenders of Maoism and the People's
War in Peru, inventing stories such as: "Arce Borja" (the Director of El
Diario both in Peru and in its International Edition) has been "punished by
the PCP", "Arce Borja and Olaechea are "individualists glory seekers" etc.",
people who are alone, and have no supporters, saying this kind of thing in
America, a place that is quite isolated from Europe where every fact would
have contradicted him and he would have no audience for his "friendly
confidential gossip" except a kick in the butt by the thousands and
thousands of true supporters of the People's War in Peru in many different
European countries.

For the purpose of "substantiating" his "confidential allegations" which
involve a few good people unwittingly in his web of deceit, he uses phoney
correspondance with "committees" invented by himself as well as by setting
up secret relations with a few oppotunists of his same ilk who are united
only by the fact that they all want to overthrow "Arce Borja", some, like
the phony "MPP" in Malmo, because they work directly for Co-Rim, as is now
become evident, and some, like the old revisionist saboteur publically
condemned as a common felon and a trafficker of the People's War by the PCP
itself since 1986, Maximiliano Duran, a man who fled the country in 1982 and
went to live in Paris of its own accord, and who hates Arce because Arce
Borja's presence in Europe put an end to his mis-representation of the
revolution in Peru as a revolution inspired by the recreation of the Inca
empire and the Ayllu (Incan communal clan), a concept he had been trying to
sell as the "ideology of the Peruvian revolution".

Meanwhile, the Quispe/Ccorimanya double persona, is making headway "working
silently" in fooling a few people in a land where "Maoism" is dominated by
petty bourgeois quasy religious sects like RCP and MIM, adopting for himself
the mumbo-jumbo he has mimetised from reading documents from the PCP -  a
similar case ocurred a few years back in Spain with an impostor who went
around calling himself "President Victor Fernandez of the Central Committee
of the Communist party of Spain", and who is now an open advocate of the
"peace agreement plot" of the CIA and the Fujimori regime, which implies the
capitulation and negotiation of the People's War.

This personage also used the same method - further developed by Quispe - of
copying entire passages from PCP documents and calling such impostures
"Fernandez Thought", while publishing a magazine called Red Flag which he
bombastically called the "Central Organ of the Communist Party of Spain".
Fernandez too was smuggled into the movement via the Co-RIM (Avakian).

He also was able for a few years of impresing a few good people with
continuos hints about "receiving" this or that instruction from Peru, which
he manufactured himself, while intoning sweeping statements about the
"masses make history" and presenting himself as a humble communist, when in
fact it was nothing but a common criminal and a thief.

So, that is "Quispe's" case in the shortest possible description and to our
understanding so far.

The question that now would arise in everyone's mind is how was this person
allowed to continue this charade for so long, when strong suspicions were
already held about him.  That would be the object of a further article after
we deal in the next with the role of the Co-RIM struggle in the Quispe affair.

THIS FIRST POSTSCRIP WAS WRITTEN THIS MORNING

PS:  I have read the latest outbursts of Mr. Quispe and the other associated
publications by "Zodiac", and also his claim to have his offices raided by
police.  It seems to me that the question is now only understable in the
realm of clinical psychiatry and nothing else.

I think those people responsible for having enabled Quispe to parade himself
in this fashion should appoint him legal defense in case there is any truth
in his allegations - funny underground leader who uses a "school computer"
but has a bureau to be raided by the cops with threats of deportation - have
now a moral obligation to stop the Frankenstein they have set in motion, as
well as to come clean about all this nonsense.


SECOND POSTCRIPT:

Finally we release this document in order to circulate both in the Marxism
list and in the Peruvian lists.  The readers should bear in mind that this
document was written a few days ago, and held back in order to let the dust
settle a bit.

We are now sending it in order to demonstrate to the readers, principally to
the democratic subscribers in the Peruvian lists, that this is NO "new
division within the ranks of the PCP" as the enemies of the PCP and the
revolution are already claiming.  They are dreaming.  The unmasking of a
double dealer, can only strenghten the revoltionary camp and deny the
Fujimori regime of a hidden resource in order to undermine it.

Every revolutionary Party always strenghtens itself by purging its organisms
>from opportunists.  Contrary to the wishes of the reactionaries and the
enemies of the revolution, the democratic people, the masses, can only trust
a revolutionary Party who they can see with their own eyes making justice,
irrespective if the offender is, or not, nominally in their ranks.  Only
sects will keep a viper in their midst once it has been found out.
