Deal To Have Company Pay Shinall Revealed

UPIU Local President Shinall Orders Use of Decatur Police On
Union Members

Decatur, IL-- Newly elected UPIU Local 7837 President James Shinall,
acting without approval of either the union's executive board or general
membership, requested the Decatur police to "clear the union hall" after
last Tuesday's local membership meeting was summarily adjourned. After a
two and a-half year lock-out, the A.E. Staley local narrowly ratified a
concessionary contract recently. Many members are angry at the terms of
the agreement and at the United Paperworkers International Union whom
they believe betrayed them both at the bargaining table and in
conducting the campaign to put pressure on Staley customers like Pepsi.

It would not surprise us for Shinall to have the police at every meeting
to bar those who he says, no longer have membership rights because they
have elected severance pay. A majority of the locked-out workers have
taken this option rather than as one local officer stated, "return to
work in a police state atmosphere."

Shinall is himself under fire for taking what is considered by a
majority of the local union's executive board to be a "sweetheart" and
possibly illegal deal for himself. At last week's membership meeting,
Shinall announced that "the International had negotiated a side
agreement which would allow [him] to be paid by the company, possibly
until April, to help with the transition." If true, this would
constitute an illegal act since the membership's recent contract
acceptance vote did not cover such a provision, and in fact, carries no
provision for the company to pay local union officials. Neither the
Local 7837 Executive Board or membership has voted on any such provision
for Shinall, or anyone else.

"Jim Shinall was the most prominent leader in the surrender
crowd," said local union Recording Secretary Ron Van Scyoc. "A
number of us have felt for some time that he was being guided by
the International Union in his efforts to sway the membership."
Shinall's actions, coupled with the timing of a letter from
International Union President Wayne Glenn to Shinall on the
meeting date, which stipulated that severed members had no
further rights in the UPIU, "has further undermined the
confidence of locked-out families who paid so dearly for standing
up for their rights and the rights of union members everywhere,"
said Local 7837 Vice President Gary Lamb.

Those UPIU Local 7837 Executive Board members listed on this
press release reject the move toward dictatorship by Jim Shinall
and its apparent support by the International Union. "For three
long years, we fought corporate greed. Now we're being treated
like criminals by our own union," the officers asserted. They are
also pledged to pursue any illegality in Shinall's "deal" with
the Staley Company.
