Even with general economic improvement in the late 1980s, the black
family poverty rate was OVER three and a half times that of the white
family. The median black family income in 1988 was 57% of the median
white family income. This itself disguises the widening income gap
within the black community. Between 1978 and 1988, the average income of
the BOTTOM 20% of black families DROPPED by 24%, while that of the
RICHEST 20% INCREASED by almost as much. (pp. 71-72).
