Evidence on Peru





I have tracked down on the Association for Progressive Communications
network a well informed carefully moderated conference called
ppn.peru

Many of the posts are by the InterPress Third World News Agency
and unfortunately they cannot be copied outside of the the APC.

Because of the unusually severe restrictions on posting to
avoid risk to some who might receive them inside Peru,
the list is tightly moderated and material that might put people at
risk in the eyes of the government is excluded.

I could see no reference to Sendero Luminoso.

Among the points I gleaned:-

Infant mortality is reported as 64 per thousand, which is gigantic
- double figures being a cause for concern in developed countries.

50,000 cases of tb have been reported every year

30% of under 5 children have some degree of malnutrition.

12% of children are said to have some mental retardation for dietary
reasons.

International financiers were quoted as expressing satisfaction at
progress against terrorism and in privatisation of the economy, and
high growth rates in recent years, but possibly not amounting to a net
increase in the economy compared to ten years ago.


If anyone with an igc account, or other entry to the apc confederation,
especially if you can read spanish, it might be useful if you could have
a look.

It does seem to me that whatever mistakes the PCP or MTLA may be making
progressive people could be taking up and asking questions about the human
rights situation in Peru. I will report on my gleanings of Amnesty International
lists on the APC network but in the meantime if anyone can chase any other
sources that surely would be politically relevant.
