NO !

Marx's statement along the lines of "the working class cannot simply
lay hands on the existing state" but needs to smash it and replace it
with its own came AFTER the Paris commune.

Lenin, Trotsky and others drew the theoretical consequences of the
Soviet AFTER 1905.

We have seen the embryo of similar organisations repeatedly since then -
Chile and the cordones, Iran and the Shoras, Solidarnosc in 1980-81.
