At this point I believe Cuba's program is to survive using NEP type
preograms, until imperialist hostility lets up. They are encouraging
massive investment from Euorpe and Canada, especiaily in the tourism
sphere. They recently have signed a deal to begin developing a new nickle
mine. The problem is, that despite extreme hostility from the U.S., Cuba
can get most of what it needs from imperialism from America's rivals, at
least, what it can afford to buy, at the standard exchange relationship
between imperialist and colonial state. Prostitution, once banished from
Cuba, has become so common that Cuba is begining to have the same
reputation as Bangkok. The average wage there is now about $10 dollars a
month.
Frankly, I don't think Cuba will get a better deal from imperialism, even
if the U.S. gets off its back. It will continue to have to prostitute
itself in order to get hard curency.
