The 21st condition read:

"Those party members who fundamentally reject the conditions and
theses laid down by the Communist International are to be expelled
from the Party"

It had nothing to do how you voted on the Theses and Conditions.
It quite clear the meaning of "rejection" as the active work to
violate those conditions.
