Wait a minute. I thought that people had been living in an
ethno-geographical jumble, and that the Serbs' forced removal policies were
intended to make geography reflect their vision of ethnic purity. (I don't
know whether this is wholly, partly or not at all true; this is just the
received wisdom.) So how can you have "decentralization and autonomy"
without splitting people up along ethnic lines? Does internationalism
extend only towards intervention policy, but not to the people of the
Former Yugoslavia? How would this play in the US, another multi-ethnic
nation? Give white folks the Northwest, black folks the South, the Latinos
Texas, and New York and California go to the race-mixers?
