A few years ago --say 1993 or ss-- the American Sociological review
prublished an excellent article on this
aspect of the (under)development of Ireland, at least in its more recent
years.  As I remember it the author (O'Brien) did a good job of
using dependency theory to kxplain" the lack of economic development
in Ireland.  Tom
