Richard's point about being able to return to a previous mode of
production was forcibly established in recent times by experiences
in Idi Amin's Uganda. His hold on the country depended on the army,
which was financed by export earnings from (if my memory serves me
right) cotton (and other cash crops). The taxes imposed on the
farmers became so severe that most returned to subsistence
techniques (which implies, of course, that most were owner-farmers,
rather than tenant farmers). The cash for the army dried up, and
the collapse of Uganda began.
