Colin,
Although liars are not committed to the truth of what they assert, their
assertions are. Nixon's assertion that he was not a crook still carried
with it the tacit assertion that what he said was true and believed by him.
Of course, the truth and belief claims are false, but they are carried by
the assertion of the proposition. He could have made those commitments
explicit by saying something like: "You can believe me, I am not a crook,
and that's the truth!"
