The Chicago City Council Thursday voted 46-1 in favor of a resolution=20
opposing a pre-emptive U.S. military attack on Iraq unless Iraq is shown to=20
be a real threat to the U.S."Everybody's against war," Mayor Richard Daley=20
said in a press conference after the resolution passed. "No one is for=20
war."The resolution talks about the billions of dollars it would cost to=20
mount military action against Iraq and City Council members in the debate=20
discussed how federal budget cuts because of the potential cost of the war=20
could affect programs that benefit Chicago and its residents.The resolution,=
=20
however, gives unconditional support to U.S. military personnel.The=20
resolution adds that "Saddam Hussein is a tyrant who should be removed from=20
power" for the good of the people of Iraq and of neighboring=20
countries.Alderman Dorothy Tillman said, "We don't want our boys and our=20
girls to go to war."Scattered U.S. municipal bodies have passed resolutions=20
on the subject of the potential war in Iraq, although the content of the=20
resolutions may vary.Supporters of the resolution in the Chicago City Counci=

contend that nearly 30 U.S. cities have passed resolutions opposing a=20

Chicago would become the biggest city in the nation to oppose a "preemptive=20
U.S. military attack" against Iraq, under a watered-down resolution advanced=

by a City Council committee Wednesday after an apparent change of heart by=20
Mayor Daley."It is our sons and daughters who will be recruited--perhaps eve=
n=20
conscripted--to fight in this war," said Ald. Joseph Moore (49th), chief=20
sponsor of the resolution. "There is still time to stop this before even one=
=20
body bag comes home," said Ald. Arenda Troutman (20th).America is on the=20
brink of a war that will dry up federal funding for domestic programs becaus=
e=20
of a "personal vendetta" by President Bush and his family, said Ald. Leslie=20
Hairston (5th). "We'd be wrong as Americans not to question his motives."Ald=

James Balcer (11th), a decorated Vietnam War veteran and City Council=20
champion on veterans issues, cast the only no vote, though he agreed with "9=

percent" of the anti-war resolution.Balcer called Saddam Hussein an "exporte=
