There are of course the direct democracy processes and discussions
of activists for organizing and for developing of strategy and tactics.

The state agents usually monitor them, but are usually not in
possession of deeper understanding.

As for the underlying processes - not obvious for both the involved
and outsiders, the old rule is applicable:

"What you do not know - the enemy cannot extract from you".

For sure activists can learn from each other how to do things better.
However, there is big difference between the facts on the surface
available to all, and the digging in the not yet exposed cognitive processes
that are not yet available to the state.
